Democratic Republic of Congo signs performance contract with DGDA, DGI and DGRAD

Democratic Republic of Congo, DRC, through its Minister of Finance, Nicolas KAZADI on Tuesday, July 20, signed performance contracts with General Directors of financial authorities (DGDA, DGI and DGRAD) under the management dialogue designed to maximize revenue.

According to a statement sent to Fresh Angle International, today, Thursday July 22 by the Ministry of Finance, DRC, the performance contracts take effective for the 2021 fiscal year.

The statement noted that the performance contracts: “Are essentially based on voluntary increases in the revenue target and on the introduction of performance indicators to assess the efforts of each financial authority's operational departments in mobilizing revenue, irrespective of their location in the country.

“The annual revenue target has been adjusted to 10,780 billion CDF, a 15% increase over the 9,374 billion CDF set by Parliament, placing it above the revenue target of 10,198 billion CDF set in the IMF program.

“The revised allocations are broken down as follows:

“* 5.636 billion CDF for DGI against the budget forecast of 4.900 billion CDF;

“* 2.997 billion CDF for DGDA against the budget forecast of 2.606 billion CDF;

“* 2,146 billion CDF for DGRAD against the budget forecast of 1,866 billion CDF.

“This year, 43 performance indicators have been selected, including 11 for DGDA, 17 for DGI and 15 for DGRAD.

“A special bonus is expected for achieving the annual assignments, as readjusted in the performance contracts. A committee will be established for monitoring and evaluation”.
