The Head of Personnel Management of Warri South Local Government Council and Director of Administration, Dr. (Mrs.) Minnie Igbrude, has congratulated Chairman of Warri South Local Government Area, Dr. Michael Tidi, on the occasion of his birthday today, Wednesday September 15, saying Dr. Tidi, has been stepping up grassroots governance in his second term.
