The Warri Branch of Nigerian Bar Association, NBA, has offered professional collaboration, that would result in implementable by-laws in Warri South Local Government Council.

Fresh Angle International, can report that the Chairman of NBA, Warri Branch, O.A Okpakpor Esq made the commitment at the King George Hall, Warri South Sub-Secretariat in Warri, Friday December 20, during the first ever public hearing held by the Warri South Legislative Arm.

The public hearing, which was attended by professional organizations, representatives of traditional institutions, market unions, commercial transport associations, PSP operators, Delta State Waste Management Board and security agencies, was to enable stakeholders make input on three proposed by-laws, vis-a-vis; a Bill Providing for the Procedure for Collection and Enforcement of Revenue Accruable to Warri South Local Government Council, a Bill Providing the Procedure for Enforcement and Punishment of Road Traffic Violence in Warri South Local Government Council and a Bill to Prohibit/Criminalize the Indiscriminate Dumping of Refuse and Waste Littering in Warri South Local Government Council.   

Making his observation, O.A Okpakpor Esq, commended the Warri South Legislative Council for the bold initiative, advising that relevant sections of the Bill Providing for the Procedure for Collection and Enforcement of Revenue Accruable to Warri South Local Government Council, as it affects taxes, subcommittees and other ambiguities, be clearly defined.

The NBA Chairman, who explained that the Warri South Chapter is made up of Warri South, Warri South-West and Okpe Local Government Areas, stressed the need for the Warri South Local Government Council, to work in sync with the State Internal Revenue Service Law.

The Head of Revenue Unit, Warri South Local Government Council, Rev. Tuoyo Ogedegbe, who spoke on procedure for collection and enforcement of revenue accruable to Warri South Local Government Council, noted: “We are trying to see how we can enhance the revenue profile of the Council, to upscale the people-driven governance.

“Our focus, is on the Council's IGR. So that the revenue derived, would benefit the people of Warri South Local Government Area.”

Rev. Ogedegbe, disclosed plans by the Comr. Agbateyiniro Weyinmi’s administration to improve the financial inflow of Warri South Local Government Council, through technology driven means, saying all businesses in Warri South will be profiled, so as to expand the revenue net.

While the Pastor of First Baptist Church, Warri, Rev. J.C Okoroji, advised on the imperative of granting task holidays and protecting businesses that " are not taxable," especially faith - based organisations, a PSP Operator, Mr. Hope Idundun, stressed the need to carry the community people along in the technology - driven revenue drive.

The Chairman of Delta State Waste Management Board, Hon. Matthew Mofe Edema, who was represented by an Assistant Director of Environmental Health in the Board, Mr. Oguori Okodaso E. A., spoke on the benefits of proper waste disposal, which according to him, includes improving public health.

He noted that there are Environmental laws that prohibit indiscriminate dumping of refuse and warned against the dangers of improper waste disposal.

The Managing Director of 5 GRLS Parking, Mr. Ade Adebanjo, who spoke on the topic " Road Traffic Violation and Punishments”, emphasized the need to create and improve on the aesthetics and cleanliness of Warri South Local Government Area, to attract investments.

Leader of Warri South Legislative Arm, Hon. Joy Ejumudo, recalled the infrastructural and human capital development strides of the Comr. Agbateyiniro administration, giving plaudits to the Delta State Governor, Rt. Hon. Sheriff Oborevwori and the Warri South Local Government Chairman, Comr. Agbateyiniro for providing visionary leadership.

The Deputy Leader of Warri South Legislative Arm, Hon. Emmanuel Egbe, noted that public hearing had not been held in the history of the Council, commending Hon. Joy Ejumudo for the innovation.

The Majority Leader of Warri South Legislative Arm, Hon. Tuoyo Ebigbeyi, had explained that the purpose of the public hearing, was to brainstorm on how to restructure Warri South Local Government, in terms of public and personal hygiene, shore up the Council’s Internally Generated Revenue, IGR and sundry other progressive policies.
