Introduction

Sequel to my emergence as the Chairmanship candidate of the People's Democratic Party (PDP), Warri South Local Government Area in the just concluded (PDP) primaries, and in line with the standard democratic practice all over the world, as an ambassador of the M.O.R.E AGENDA of His Excellency, Rt. Hon. Sheriff Oborevwori, the Executive Governor of Delta State, and owing to our desire to unprecedentedly revolutionize grassroots development using the platform and opportunities provided by the third tier of Government, I am obliged to present to you the Good people of Warri South local area my MANIFESTO dubbed: THE MORE GRACE AGENDA, modeled after the M.O.R.E AGENDA of his Excellency the Governor of Delta State. Expectedly, under our watch, this shall be the social contracts between our team and the great people of Warri South Local Government Area.

Significantly, this shall be the basis upon which the relevant key performance indicators of our administration shall be erected and evaluated. For the purpose of clarity, this THE MORE GRACE AGENDA of ours as stated above, shall be better appreciated as illustrated thus;

A         -           AGRICULTURAL REVOLUTION.

C         -           COMMERCE AND INDUSTRIALIZATION.

The synopsis of each pillar of this people-centric agenda of ours shall inevitably be presented as follows;

G – GROWTH AND DEVELOPMENT

·       Human Capital Development: we shall Invest in education, training, and capacity building to enhance the character, skills and knowledge of the workforce. Hard work and excellence shall be rewarded. Incorporating sports as youth development initiative, while recognizing the critical role it plays in shaping the lives of young people, complementing their academic and professional growth with essential life skills by empowering individuals with relevant skills, which will contribute to their personal growth and overall economic prosperity.

·       Infrastructure Development: we shall prioritize and conduct the needs assessment of our people, and accordingly work to Strengthen transportation, energy, water, and communication systems With Robust infrastructure to supports economic growth by facilitating efficient movement of goods, services, and information. We will enhance the aesthetic value of our environment and develop recreational facilities, parks, and community centers to foster social interaction, promote physical activity, and enhance the overall well-being of residents in Warri south local government area.

We shall work assiduously with relevant stakeholders to replicate the Eco-Atlantic city, Banana Island model etc. of Lagos state with the Name Warri Oceanic Cities as this will attract several investors thereby creating job opportunities commerce and economic activities for our increasing population in Warri South local government area. Our markets Pessu Market, Ugbuwangue, Market, Ubeji Market etc Will be made to function to maximum capacity.

·       Youth Empowerment: within the first one month of our assumption of office, we shall Launch youth empowerment programs focusing on entrepreneurship, leadership development, financial literacy, business development plans and life skills training, and create platforms for youth engagement in community development projects to foster a sense of ownership and responsibility.

·       Women Empowerment: We shall erect relevant legal and financial framework with which to administer an effective loan revolving scheme for our teaming market women and traders.

We shall Implement programs that enhance women's access to education, financial literacy, and leadership opportunities to Support women-led cooperatives and businesses through training, mentorship, and access to markets.

·       Job Creation and Economic Empowerment: We shall Facilitate small business development initiatives with relevant financial Institutions such as Bank of Industry BOI, Small Medium Enterprises Development Agency of Nigeria. SMEDAN, microfinance programs etc. and entrepreneurship training to create job opportunities and boost local production and grow our local economy.

·       Environmental Sustainability: We shall transform Warri South Local Government Area into a model of environmental sustainability through efficient Waste Management Systems, developing adaptation strategies, protecting vulnerable communities and infrastructure from climate change impacts, thus ensuring a healthy, green, and prosperous environment for future generations.

R-RADICAL RURAL TRANSFORMATION

·       Access to Quality Education: We shall accelerate primary education and lifelong learning opportunities in all our rural communities. A knowledgeable and skilled society is essential for sustainable development.

·       Comprehensive Primary Health Care: We shall Deliver quality healthcare services to all, especially vulnerable populations. Healthy individuals contribute significantly to productivity and overall well-being in compliance with (Sustainable Development Goal 3)

·       Improved Water, Sanitation, and Hygiene (WASH) Systems: We shall Enhance access to clean water and sanitation facilities. This directly impacts health outcomes and quality of life.

·       Strengthen Land and Water Transport Systems: We shall ensure Efficient transportation networks that connects rural areas to urban centers, promoting economic activities and social integration.

A- AGRICULTURAL REVOLUTION

·       Development of Agriculture Value-Chain: Warri South local Government Area, no doubt, is endowed with huge aerial land that is yearning for various agricultural purposes with its huge attendant potential for job creation, industrialization and economic growth.

We shall mobilize the services of professionals to conduct the relevant feasibility studies; map, delineate and prioritize these aerial lands into various agricultural applications in accordance with their areas of comparative advantage. This is to create room for industrialization, enhance commerce and more job opportunities for our teaming youths.

·       Robust Agro-processing and Food Systems: We shall Invest in efficient agro-base and Agro-allied activities that will complement the various Value-Chain of all our Agricultural needs.

·       Market Linkages and Access: We shall Establish a comprehensive, efficient and effective market linkages for farmers to connect them directly with consumers, retailers, and export markets. Facilitate access to market information and pricing data to enable farmers to make informed decisions.

C-COMMERCE AND INDUSTRIALIZATION

·       Improved Market Systems: We shall Foster competitive markets that encourage innovation, fair trade, making our markets a hub for the trade of various goods.

·       Efficient Tax System: We shall Harmonize and strengthen tax administration. A well-functioning tax system provides revenue for public services and encourages investment thereby showcasing it potential as a vital economic hub in Nigeria.

·       Enabling Ease of Doing Business (EoDB) in Warri South Local Government Area: We shall Streamline administrative processes and create a business-friendly environment to attracts investors and promote economic growth.

The growth and development of Small and Medium Enterprises SMEs as the backbone of any economy need not be over emphasized.

Our administration shall work assiduously with relevant stakeholders to initiate policies that will promote and catalyze the growth and development of these sector of our economy in this local government area.

The strategic geographical location of Warri South local government area with its proximity to various forms of raw materials, hosting of critical strategic infrastructure for rapid economic growth and development, adequate network of transportation (water land and air), aerial lands (for agricultural purposes) should easily make Warri the hub of huge industrial, commercial and economic activities in the sub-Sahara Africa.

 Available statistics shows otherwise, this administration shall conduct research into these anomalies and work assiduously with critical stakeholders to restore Warri South local government area to the attainment of her full economic potentials. Emphasis by our administration shall be place on enhance internal revenue generation to enable us effectively drive all our programs and policies

E - ENHANCE PEACE AND SECURITY

·       Stability and Security: We shall engage in a multi-faceted approach involving relevant stakeholders using the various strategies to promote peace and security in Warri.

·       Community Engagement and Dialogue: we shall foster community engagement through regular dialogues, town hall meetings, and community forums. Encourage open communication and collaboration among community members to address grievances and promote understanding.

·       Conflict Resolution Mechanisms: We shall Establish or strengthen local conflict resolution mechanisms, such as peace committees or mediation groups, to address disputes and tensions before they escalate.

·       Community Policing: We shall Strengthen community policing initiatives by promoting collaboration between law enforcement agencies and local vigilantes in various communities. This will help build trust, improve communication, and enhance the effectiveness of crime prevention efforts.

·       Crime Prevention and Response: We shall Implement proactive crime prevention strategies such as increased patrols, neighborhood watch programs, and surveillance systems to deter criminal activities and improve response times to incidents.
