Delineation: Warri Reclamation Thrust unearths 14 ‘sins -Freshangle News

An Itsekiri organization, Warri Reclamation Thrust, has unveiled what it described as deliberate fraud and total lack of compliance to INEC’s own guidelines in the execution of the recent unit and ward delineation in Warri Federal Constituency.

Warri Reclamation Thrust, while presenting graphical illustration of the report released by INEC, vis-à-vis its findings, after using Google Earth map on the Internet and hard copy of Delta State, Warri and Shell maps, mentioned 14 ‘sins’ committed by Officials of the Independent National Electoral Commission that carried out the now controversial exercise.

Bright Omaghomi and Mrs. Tsaye Edeyibo Mene, who did the illustration in Warri, Delta State on Wednesday June 17, on behalf of Warri Reclamation Thrust, alleged that INEC assumed voting strength, outside the voter register “as only registered voters, who are of voting age form the valid voting population of any geography in Nigeria.”

A REPORT OF OUR REVIEW ON THE INEC PROPOSED WARD DELINEATION

Our Scope;

Our Scope entails using the coordinates provided by INEC in her proposed Ward delineation to verify the actual location and name of the said coordinate and unit as established by INEC, using Google Earth map on the Internet and hard copy of Delta State, Warri and Shell maps.

Our overall observation shows a deliberate fraud in the entire delineation process and the total lack of compliance to INEC’s own guidelines in the execution of ward delineation.

Facts Uncovered Include;

1. CREATING AND RENAMING OF ABORIGINAL AND LEGAL COMMUNITIES. (INEC HAS NO POWER TO CREATE COMMUNITIES)

2. DUPLICATION OF COMMUNITIES.

3. CREATION OF FICTITIOUS COMMUNITIES TO FORM UNITS THAT MAKE UP WARDS.

4. IMPORTATION OF COMMUNITIES FROM OUTSIDE THE THREE WARRI LOCAL GOVERNMENT AREAS (For Example Communities From Burutu, Bomadi, Ughelli South, Udu In Delta State And Also Communities From Edo And Ondo States).

5. ILLEGAL BOUNDARY ADJUSTMENT (INEC TOOK OVER THE JOB OF BOUNDARY ADJUSTMENT).

6. MANUFACTURING OF VOTING UNITS OUTSIDE THE VOTER’S REGISTER, ONE CAN NOT TELL WHERE INEC MANUFACTURE THESE NEW UNITS AND WARDS FROM SINCE NONE OF SUCH UNITS EXISTED IN ANY VOTER REGISTER.

7. THE USE OF THE SAME COORDINATE FOR MULITPLE UNITES IN DIFFERENT WARDS IN DIFFERENT LOCAL GOVERNMENT AREAS

8. MANY OF THE WARDS CREATED AND RENAMED FOR THE IJAWS AND URHOBOS WERE DONE FROM LAND MASS AND COMMUNITIES OF ITSEKIRI, THAT WERE RENAMED.

9. FOREST AND RIVER WERE PINNED IN THE COORDINATES PROVIDED BY INEC AS VOTING UNITS TO FORM WARDS.

10. INEC ASSUMED POPULATION OF DIFFERENT WARDS IN THE WARRI FEDERAL CONSTITUENCY OUTSIDE OF THE FIGURES CAPTURED BY THE LAST CONDUCTED CENSOR AS WE ARE YET TO CONDUCT A NEW CENSOR THAT SHOULD REPORT A CHANGE IN THE POPULATION OF THE AREA.

11. INEC ASSUMED VOTING STRENGHT OUTSIDE THE VOTER REGISTER AS ONLY REGISTERED VOTERS WHO ARE OF VOTING AGE FORM THE VALID VOTING POPULATION OF ANY GOEGRAPHY IN NIGERIA.

12. INEC AGAINST HER OWN GUIDELINES SPLIT WARDS WITH LESS THAN FIFTY UNITS INTO TWO AND UP TO FOUR WARDS IN SOME CASES AS WE HAVE OBSERVED WHILE WARDS WITH OVER FIFTY AND HUNDRED UNITS REMAINED THE SAME AND UNCHANGED.

13. MAJORITY OF THE NEW WARDS CREATED BY INEC FAILED TO MEET THE REQUIRED NUMBER OF UNITS, VOTING STRENGHT OR VOTER REGISTER RECORD OF INEC TO MAKE A WARD.

14. WARDS CREATED ON OUR LANDS AND COMMUNITIES CAN NOT BE RENAMED WITH STRANGE NAMES THAT ARE NOT IN EXISTENCE BUT SHOULD BE NAME WITH THE ABORIGINAL NAMES OF THE COMMUNITIES MAKING UP THE UNITS OF SUCH WARDS.

BELOW ARE THE SPECIFIC ERRORS, INJUSTICE AND FRAUD FOUND IN EACH OF THE WARDS MAKING UP EACH LOCAL GOVERNMENT AREA THAT MUST BE CORRECTED

WARRI SOUTHWEST LOCAL GOVERNMENT AREA

i) RA 01 AJUDIABO/AKPAKPA

We observed wrong coordinates for some existing legally known communities, where provided coordinate by INEC point us to locations outside the actual legally recognised communities in the delineation record.

ii) RA 02 AZAMA/IGOBA/INIKOROGHA

We observed the above proposed ward name is not the legally recognised name of any community or land in that area so delineated, for the records all proposed units and communities under this proposed ward are situated on Ugborodo and Omadino lands well established fact backed by supreme Court judgments and thus cannot be renamed under the guise of delineating ward as this is not part of the job of INEC, in any case where INEC is to re-delineation or create new wards on this land and others they must retain the legally recognised names of the lands and communities.

iii) RA 03 BENUKRUKRU/KENYAGBENE

We observed fictitious names and communities as well as renaming of existing legal communities for instance, Bakokodia(Omadino Land), Olajiko Creek (Omadino Land), Abiteye being rename as Keyagbene etc.

Furthermore we observed the importation of communities like Urejusinsin, Deli Creek from Warri North Local Government Area to create units to make up this ward.

iv) RA 04 DIEBIRI

We observed the use of Egbokodo, Inorin, Ode-Itsekiri, Ugbodede lands all in Warri South Local Government Area and Aja-Omamuminogho, Omadino, in Warri Southwest as well as Aladja in Udu Local Government Area.

v) RA 05 EGWA

We observed all nine (9) unites utilized in creating this ward are all a renaming of Ode-Itsekiri land the ancestral home of the Itsekiri people in Warri South.

We also observed that INEC went against her own guidelines by creating a ward with just 9 unites

vi) RA 06 IKEREMO/IZANSA-IJELEJELE

We observed fictitious names and communities as well as renaming of existing legal communities for instance, Egbokodo, Ode-Itsekiri, Inorin communities, in Warri South Local Government Area were all renamed and taken to Warri Southwest to create this ward. Again places like Christmas camp and others where rename to none existing names while Ebisinegbene was imported from Burutu Local Government Area into Warri Southwest Local Government to creating this ward as shown in the coordinates provided by INEC. Furthermore this particular ward was created with just eighteen (18) Units.

vii) RA 07 ISABA

We observed fictitious names and renaming of existing legal communities for instance, Ikpisan, Aja-etan Ifie, Ode-Itsekiri and Inorin communities in Warri South Local Government Area were all renamed and taken to Warri Southwest to create this ward, as shown in the coordinates provided by INEC. Again the word Isaba used in naming this proposed ward as created by INEC is inappropriate and has no relationship whatsoever with the names of these communities and units making up this ward and as such should be rename to reflect these aboriginal communities Furthermore this particular ward was created with just thirteen (13) Units.

viii) RA 08 KOKODIAGBENE

We observed fictitious names and renaming of existing legal communities, where for instance, Bakokodia, Jones Creek, Okpomu all in Omadino land and Abiteye Deghele lands in Warri Southwest were stolen to create this ward and credited as Ijaw wards, as shown in the coordinates provided by INEC. Again the word Kokodiagbene used in naming this proposed ward as created by INEC is inappropriate as the legal name of the area is Bakokodia.

ix) RA 09 KUNUKUNUMA

We observed fictitious names and communities as well as renaming of existing legal communities for instance, Egbokodo, Ode-Itsekiri, communities, in Warri South Local Government Area were all renamed and taken to Warri Southwest to create this ward. Again places like Christmas camp, Katu and others where rename to none existing names, while majority of the Communities forming units were all duplicated and imported from Burutu Local Government Area into Warri Southwest Local Government to create this ward as shown in the coordinates provided by INEC.

x) RA 10 KURUTIE

We observed fictitious names and communities, as well as renaming of existing legal community, for instance, Aja-Pepe Omadino land in Warri Southwest was renamed to create part of this ward, while majority of the Communities forming units were all duplicated and imported from Kalagu Camp Forest in Burutu Local Government Area into Warri Southwest Local Government to create this ward as shown in the coordinates provided by INEC.

xi) RA 12 OGBE-IJOH

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance, Market road, Wari-Sapele road, Ugbori, Mcciver Market, Ode-Itsekiri all of Warrim South Local Government Area were all renamed and imported into forming this ward in Warri Southwest local Government Area, while some of the Communities forming units were all duplicated and imported from Burutu Local Government Area into Warri Southwest Local Government to create this ward as shown in the coordinates provided by INEC.

xii) RA 14 OKERENKOKO

Our investigation revealed the use of illegal names in naming the ward and units, where Okerenghigho has been renamed as Okerenkoko ward and Norman Creek as a unit for instance and as revealed by INEC coordinate search was given many different fictitious names alien to the area.

Worthy of note is the deliberate annexing of Ode-Itsekiri land where Norman Creek is located into creating units and placed under a fictitious ward name of Okerenkoko. Names like Norman Creek Ode-Itsekiri land, Ijaw Fishing camp Ode-Itsekiri land, Inorin Fishing Camp, Orugbo and Oteghele Omadino land where all renamed, duplicated and imported from Warri South Local Government into Warri Southwest to create this ward. Also names like; Kalagu Camp, Gbekebor, Obotebe, Ekorogbene, Bombatobo, In Burutu Local Government Area, where all renamed, duplicated and imported from Burutu outside Warri Southwest Local Government Area. While Aladja, Oleri, Ujevwu Ovwian, Ughisi, Egeregere all of Udu Local Government Area and Akperhere, Okuemor, Otuama, Obusu, Egbo-ide all of Ughelli South Local Government Area where all renamed, duplicated and imported from outside Warri Southwest Local Government Area to create this ward.

xiii) RA 15 OKOROWARE

This ward was created from fifty percent (50%) Ode-itsekiri and fifty percent (50%) Isaba, yet was duplicated into eleven (11) Communities or Units while wards with over a hundred (100) community and units remained as one ward. The aboriginal names of the community shown by INEC coordinates was altered renamed and replaced by fictitious names alien to the area. The name (Okoroware) used in the naming of the ward is totally strange and not related to the land mass of the area.

xiv) RA 16 OPORAZA /MASEIKUMOR

Here we observed a duplicate of names already captured as communities/units under Aja-udaibo, Ogidigben and Ugborodo being repeated or duplicated to for a new ward under a different ward name. The name Oporaza joined with Amaseikumor used in naming this ward already existed separately as a name of a ward as Oporaza. The name Oporaza/Amaseikumor used in naming this ward has no relationship with the names of the communities/units forming this ward thus it is alien to the area. Communities such as Madangho, Kpokpo, Ajudaibo, Jaghala, Ubagboro and Uremure-Yokri all Itsekiri communities where all renamed, duplicated to create this ward.

xv) RA 17 OPORAZA

Our investigation showed a duplicate of names already captured as communities/units under a different ward name being repeated or duplicated to for a new ward. The name Oporaza used in naming this ward has no relationship with the names of the communities/units forming this ward thus it is alien to the area. Communities such as Saghara, Demster-point, Kpokpo, Ubagboro and Uremure-Yokri Aja-Titon all Itsekiri communities where all renamed, duplicated to create this ward.

WARRI NORTH LOCAL GOVERNMENT AREA

i) RA 01 ABADIGBENE

These communities of Ebrohimi, Obeda, Old Nana Town, Okoromadu and Adagbrasa Creek were all renamed with fictitious names and duplicated. The name Abadigbene used in naming this ward is alien to the area and communities making up this ward.

Note also that this ward contain just nine (9) units

ii) RA 04 ASANTUWAGBENE/ASISABUBOTIE/IDEBAGBENE

The aboriginal names of the community shown by INEC coordinates was altered, renamed and replaced by fictitious names alien to the area. The names Asantuwagbene/Asisabubotie/Idebagene used in the naming of the ward are totally strange and not related to the land mass of the area and aboriginal names of the communities that make up this ward.

Worthy of note is the fraudulent renaming of itsekiri communities like Ebrohimi, Koko, Ureju, Oroke Creek, Palmas place, Bresibe, Gwato Creek (Dudu Town), Duppen point (Dudu Town) etc with fictitious names to reflect ijaw names that are not in existence. Even in the instance of creating any such ward, such ward must retain the aboriginal community names of the area.

iii) RA 05 AWAMBA

Our investigation revealed that all communities/unites used in the creation of this new ward were all imported from Ondo state and not located in Warri North or any part of the Warri Federal Constituency in Delta State.

The aboriginal names of the community like Agborogbenakuku (Ese-odo ONDO STATE), Agborogbenakuku (Ese-odo ONDO STATE), Agborogbenakuku (Ese-odo ONDO STATE), Sobo Camp (FOREST), Odolosemo Creek (Ondo State), Odolosemo Creek (Ondo State), Ese-odo ONDO STATE, Ese-odo ONDO STATE shown by INEC coordinates were altered, renamed and replaced by fictitious names alien to the area. The names Awamba used in the naming of the ward is totally strange and not related to the land mass of the area and aboriginal names of the communities that make up this ward.

iv) RA 08 EGBEMA

Our investigation showed a duplicate of names already captured as communities/units under a different ward name being repeated or duplicated to for a new ward. For example Adagbrasa was duplicated and renamed, majority of the communities making up this ward were all renamed with fictitious names to reflect an ijaw name, some of the communities where also imported from Ondo State, for example, Awamba ( Ondo State), Binibiagbene (Ondo State), Tikagbene (Ondo State), Asiboro (Ondo State), Odolosemo Creek(Ondo State), koropingbene (Ondo State), Asiboro Ese odo (Ondo State), Ekpuba Ese odo (Ondo State), Ese odo (Ondo State), Agborogbenakuku Ese odo (Ondo State), Itagbene, Ago-atilabo Ese odo (Ondo State), koropengbene (Ondo State), koropengbene (Ondo State),AdoloseImo Creek(Ondo State)

while other community/units were imported from Edo State, example; Abere (Edo State), some other communities/units were located in the middle of the river and forest with no structure of habitat, example; Sobo Camp (River), Bagbenka (Creek), Ago Egure (river), Bagogo (River), Ologbeh (River), Adabrassa creek, furthermore some Ilaje communities where rename for ijaw names to make up this ward.

(v) RA 10 ITAGBENE

The aboriginal names of the community shown by INEC coordinates was altered, renamed and replaced by fictitious names alien to the area. The names Itagbene used in the naming of the ward is totally strange and not related to the land mass of the area and aboriginal names of the communities that make up this ward.

Worthy of note is the fraudulent duplication of names/communities and the renaming of these itsekiri communities like Old Nana Town, Obreda, Bagogo, Ewoye etc with fictitious names to reflect ijaw names that are not in existence. Even in the instance of creating any such ward, such ward must retain the aboriginal community names of the area. All community/units that make this newly created ward are all itsekiri communities and land.

(vi) RA 13 OGBINBIRI

The aboriginal names of the community shown by INEC coordinates was altered, renamed and replaced by fictitious names alien to the area.

The names Ogbinbrir used in the naming of this ward is totally strange and not related to the land mass of the area and aboriginal names of the communities that make up this ward. Our investigation showed a duplicate of names already captured as communities/units under a different ward name being repeated or duplicated to for a new ward

Worthy of note is the fraudulent renaming of these itsekiri communities like Urejusinsin, Oroki Creek, Ureju, Oroke Creek, Palmas point, Ologi Camp, Bresibe, Koko Camp, Youn Town, Bay Creek, Gwato Creek, Duppen point (Dudu Town) etc with fictitious names to reflect ijaw names that are not in existence.

While locations like Harrison Point, Alajiko Creek, were imported from Warri Southwest Local Government Area into Warri North Local Government Area to create this ward, while Ugboba Community was imported from Edo State.

Even in the instance of creating any such ward, such ward must retain the aboriginal community names of the area.

(vii) RA 14 OGBINBIRI AZAMA

All communities/units put together in creating this new ward are all a duplication of one itsekiri community with the coordinate displayed name Ugbeyen which has been duplicated into nine (9) communities/units to creating this ward.

The name Ogbinbiri Azama used in the naming of the ward is totally strange and not related to the land mass of the area and aboriginal names of the communities that make up this ward, more so, the name Ogbinbiri has been used in the naming of RA 13 above but has been repeated here as Ogbinbiri Azama by adding the word Azama to the naming of this ward RA 14.

(viii) RA 16 OGBUDUGBUDU

Our investigation here (using the coordinates as always) reveal that all the communities/units used in the creation of this ward were all hundred percent 100% itsekiri communities and land of Brohimi, Obeda, Old Nana Town, Bagogo, Ewoye, Okoromadu, Duppen Point(Ebrohimi) and Adagbrasa Creek. While Harrison Point and Ogulagha were imported from Warri Southwest into Warri North Local Government to create this ward.

Majority of these communities of Ebrohimi, Obeda, Old Nana Town, Okoromadu and Adagbrasa Creek etc were all renamed with fictitious names and duplicated. The name Ogbudugbudu used in naming this ward is alien to the area and communities making up this ward.

Many of the coordinates where located in forest, middle of sea and river example communities Ogulagha (sea), Ologbeh (River), Okubakuku Creek, Ologbeh (River).

(ix) RA 17 OPUAMA

Under this ward most of the communities are created ijaw community of Opuama that has been rename and duplicated into multiple communities/units using fictitious names that is not in existence.

While Ifia and Okoromadu Itsekiri communities were also rename to creating this ward. Furthermore many of the coordinates where located in forest, middle of sea and river with no residential structures.

(x) RA 18 POLOBUBO

Details of this ward revealed that many of the communities are created from Opuama that has been captured already above in RA 17, but duplicated and renamed unde this ward RA 18, while many other communities were created from Tsekelewu rename and duplicated into multiple communities/units using fictitious names that is not in existence.

While the vast majority of the other communities in this ward like Awoye, Ijaw Camp (Aleima) communities were also renaming and duplicated into multiples to creating this ward. Furthermore, many of the coordinates were located in forest, middle of sea and river with no residential structures.

WARRI SOUTH LOCAL GOVERNMENT AREA

(i) RA 1 BOWEN

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance, Rubber plantation, commentary Road etc, all of Warri South Local Government Area were renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

(ii) RA 2

We observed fictitious names and communities called Buluoma used in renaming of existing legal areas like central hospital area, Esisi, Area Command in Okere and Ugbori land in this ward as shown in the coordinates provided by INEC.

(iii) RA 4

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance, 1^st, 2^nd and 3^rd Marine gate area, Deco Road etc all of Warri South Local Government Area were renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

(iv) RA 5

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance, Alders town, Odion road, Wilikie street, church Road, Skin Road, Okandg etc, all of Warri South Local Government Area were renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

(v) RA

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance etc, Pessu, Awo Playing ground, Sand-Sand Market e.t.c all of Warri South Local Government Area were renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

(vii) RA 9

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance Merogun, Essi layout, Eyube Numa community, Sido Street etc, all of Warri South Local Government Area were wrongly renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

(viii) RA 10

We observed that pooling units in Ukpokiti, Oteghele within Omadino territory were systematically yanked from this ward and credited to the Urhobo political influenced ward in faraway Ogunu/Ekurede Urhobo as shown in the coordinates provided by INEC.

(ix) RA 11

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance Main market, Main market water side, Robert Road, etc, all of Warri South Local Government Area were renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

(x) RA 12

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance Carlow guest house, area command Ajamimogha, Robert Road, Panalpina, Timber and wood market Pessu, Central hospital Mabiaku road, Alders Town etc all of Warri South Local Government Area were renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

(xi) RA 14

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance, Federal government college Ugbuwangue, FENOG area Ugbuwangue water side, Ogunu, Ekureded Urhobo, Okiki, Ogiyede etc all of Warri South Local Government Area were renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

xii) RA 15

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance part of Okere community land was renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

We observed fictitious names and communities, as well as renaming of existing legal communities, for instance renamed and fictitious names imported into forming this ward as shown in the coordinates provided by INEC.

CONCLUSION;

In conclusion we must note that anyone who has no knowledge of the terrain, landmass, map, actual aboriginal/legal names and legal owners of communities, of the three Warri Local Government Areas (Warri Federal Constituency) and has not glance through the delineation work (as proposed) done by INEC, with a view of evaluating the work alongside the actual map of the entire landmass of Warri Federal Constituency, has no business debating the Warri Federal Constituency delineation.

The ward delineation in the Warri Federal constituency from the facts before us shows that the exercise is characterized by deliberate fraud and this is the bone of contention, apart from all other issues of INEC disobedience to court pronouncements as against the misleading information that the vexation is about the supreme court judgment that ordered the delineation, INEC has obeyed the supreme court judgment on ward delineation in the Warri Federal Constituency but has failed to follow her own guidelines in the execution of the judgment and thus committed fraud against the entire members of the Warri Federal Constituency.

1. INEC has no power to rename any part of any land in Nigeria, more so the WSLG has some legislature against renaming of any part of the LGA.

Yet INEC went about renaming communities and even establishing fictitious communities

2. INEC has no power to determine the total population of any geography but to determine numbers of registered voters (people of voting age that has been captured).

Yet INEC created more wards from tin air and from the blues of wards whose voting strength doesn't support the split of a ward

3. In re-delineation INEC is not expected to manufacture units or voting strength that make up a ward.

Yet INEC manufactured Units from the blues to make up wards because if INEC is not using the existing voter register one would wonder if they came up with any new voter register immediately, that was utilized for the delineation exercise just as we also wonder if a new census was conducted in the area that help determine the new population figure they may have utilized, since even the existing census did not support their work.

4. It is the registered voter’s population or active voting strength and the number of voting units established that is used to determine a ward that is over populated for a split of ward where applicable.

Yet we could not tell how INEC came about the new voting strength they used since some claim the supreme court judgement ask them not to utilize the old voter register.

5. To re-delineate INEC only needed to merger units where they are fewer to make a ward or split same when units are in excess, exceeding the required number of units that make up a ward.

Yet INEC did something entirely different because INEC has split ward with fewer units into 2 or 3 in some case while wards with more units remained the same with no split.

6. The use of geo mapping was to enable INEC identity the actual location and name of such area to be enumerated for units and wards.

Yet INEC even though using such a technology manufactured names and fictitious communities that even the map did not capture and not found in any public record.

INEC failed all the above and its own guidelines in their ward delineation exercise.

We have course to believe INEC was induced financially and was handed records that was hand written, and to report same as the proposed ward delineation, by our Tenants who may have concluded plans with INEC officials to seize our political power and constituency, THESE ARE THE MAJOR ISSUES.

Exposition of the Monumental Fraud in INEC’s Proposed Ward Delineation in Warri Federal Constituency

On April 4, 2025, the Independent National Electoral Commission (INEC) presented its proposed ward delineation documents to stakeholders in Delta State. Since then, there has been a national outcry, particularly from the Itsekiri ethnic nationality, over serious irregularities and what can only be described as a deliberate and coordinated effort to distort demographic and territorial realities in Warri Federal Constituency.

What was initially perceived as routine administrative work has now been exposed as a monumental fraud.

Upon a thorough investigation using the very coordinates published in INEC’s own documents, alongside established court judgments on land ownership in Warri, it has become evident that the delineation process was manipulated to favor certain ethnic interests, primarily the Ijaws and Urhobos, at the expense of the Itsekiri people.

Key Findings of Fraudulent Practices by INEC Field Officers:

1. Imported Coordinates Across LGAs in Delta State into Warri Federal Constituency: Coordinates from Ughelli South were imported to create new wards for the Ijaws in Warri South West LGA. Coordinates from Udu LGA were used to artificially increase units in Ogbe-Ijoh and Gbaramatu areas. Communities from Burutu LGA (already Ijaw-controlled) were imported into Warri South West to inflate Ijaw electoral presence. Communities in Uvwie LGA were incorporated as units within Urhobo wards by INEC to enhance Urhobo voting power against Itsekiri in Warri South LGA, a clear act of electoral fraud.

2. Importing of communities and coordinates from Neighboring States into Delta State, Warri Federal Constituency: In Warri North, coordinates fell on uninhabited forest areas, or were drawn from fishing camps in Edo and Ondo States, territories outside Delta, to bolster the numbers for the Egbema Ijaws. Communities in Ilaje and Ese-Odo LGAs of Ondo State were illegally added to INEC’s Warri North wards and units, despite not being part of Delta State.

These areas belong to the Ilaje people and were included as part of a deliberate scheme to artificially boost the Ijaw population and voting influence in Warri North.

This illegal annexation goes against constitutional territorial integrity and undermines inter-state boundaries.

3. Deliberate Omission and Suppression of Itsekiri Communities: Major, long-established Itsekiri communities with large populations were either omitted or renamed using Ijaw prefixes such as "Gbene." For example, Ukpokiti, a community in Omadino and 20km distance from Ogunu was submerged into Ogunu, presumably to facilitate the creation of an Urhobo-dominated ward, a move that is both ahistorical and fraudulent. Ubeji/Egbokodo, with its large population, was severely suppressed, while Edjeba, lacking the landmass or population of Ubeji/Egbokodo, was granted its own ward status. Ogunu was designated a ward, yet Ugbuwangue, with its large population and landmass, was marginalized and merged with other populous Itsekiri communities that should also be wards. This is a fraudulent act by INEC to diminish Itsekiri voting strength.

4. Rigged Demographic Data: INEC’s field officers bypassed actual population centers and electoral units. Instead of verifying existing wards and units, they inserted false data into the system. The entire process, based on available evidence, is over 99.9% fraudulent, with no regard for legality, accuracy, or neutrality.

Legal and Political Implications:

This gross manipulation of delineation boundaries has far-reaching consequences:

Electoral materials may be diverted to illegitimately created units. Votes from annexed territories could be counted in unrelated LGAs. Over time, Ijaw groups may claim legal ownership over these lands, a strategy already tested and confirmed with the Supreme Court ruling on the Isaba land dispute in 2025.

Call to Action:

This is a formal alert to: The Government of Edo State and Ondo State specifically to our people the Ilajes in Ondo state Chairmen of Ughelli South, Udu, and Burutu LGAs Traditional authorities: the Oba of Benin, the Ovie of Ughelli, the Ovie of Udu Civil society organizations, the Nigerian Bar Association, and international observers Your territories are being illegally annexed by INEC through forged coordinates and demographic fraud in favor of Ijaw expansionism in Warri.

The political consequences for your states, LGAs, and kingdoms are dire if this is not reversed. We therefore demand:

An immediate nullification of the current INEC field report and proposals for Warri Federal Constituency.

A full investigation into the INEC field officers and coordinators involved.

Prosecution of all INEC staff found guilty of data falsification and breach of the Electoral Act.

A fresh, transparent delineation process in line with court judgments, constitutional boundaries, and existing community records.

The Itsekiri are not raising a false alarm. The fraud is real, the consequences grave. If unchecked, this sets a dangerous precedent not just for Delta State, but for all of Nigeria.

We urge all affected parties, particularly those whose lands were used without consent, to petition the INEC National Chairman, the Delta State REC, and demand an immediate halt and investigation into this ethnic, legal, and electoral fraud.
