A Reputation management and communications expert Dr Jossy Nkwocha has advocated for strategic communication skills and techniques for the handling of federal government fiscal policies in relation to Nigeria Customs Service.
Dr Nkwocha, MD/CEO of Reputation Masters Limited, made the recommendation as a guest speaker at the just concluded 2026 Public Relations Conference of the Nigeria Customs Service, held in Port Harcourt, the Rivers State capital from Wednesday, July 22, 2026 to Friday July 24, 2026.
Dr Nkwocha identified seven FG policies namely the National Single Window Implementation, Ease of Doing Business, Approval of the 4% Free On Board, the presidential ban on the exportation of endangered species, the presidential ban on the exportation of unprocessed timber, the 2026 FG Tax Laws and the Authorised Economic Operator Programme.
His words: "These policies and programmes are critical to the success of the Federal government and they relate so much to the Nigeria Customs Service."
Dr Nkwocha, in his paper, insisted that only through strategic communication can the Public Relations Department of NCS successfully engage critical stakeholders and apply accurate messaging to ensure proper implementation of the FG policies.
Dr Nkwocha, who is the immediate past Group Head of Corporate Communications, Indorama Eleme Petrochemicals and Fertilizer Group Port Harcourt, identified ten golden rules of strategic communication to include: intentionality in planning, detailed Needs Analysis, objectives setting, careful Stakeholders mapping and messaging strategy.
According to him, others are clinical budgeting, effective communication, data mining, measurement and evaluation (M&E), and reloading and relearning.
The PR guru applauded the Nigeria Customs Service as a dynamic institution that has strengthened federal government revenue generation through technology and innovations as well as border security.
He reiterated that the current Comptroller-General of Customs Bashir Adewale Adeniyi, MFR, PhD and former Vice president of the Nigeria institute of Public Relations (NIPR) has broken the corporate glass ceiling by moving from National PRO of NCS to its Comptroller-General position.
"He moved from PRO to CEO, thereby breaking the corporate glass ceiling."
"There is, therefore, no barrier for any member of NCS or NIPR to get to the top" Nkwocha averred.
DC Abdullahi Aliyu Maiwada, the National PRO of NCS said Dr Nkwocha's presentation was fully in line with the theme of the conference: "Realigning Corporate Communication as a Strategic Driver of Institutional Effectiveness and Public Trust."
DC Maiwada went further to posit that about 80 participants were drawn from Public Relations units of Nigeria Customs Service commands throughout the federation who attended the conference, even as he added that Dr Nkwocha's paper presented many take-aways for all of them to implement in their public relations and communication strategy.
