Amnesty Coordinator, Dokubo in alleged N778m contracts racketing

Special Adviser on Niger Delta to President Muhammadu Buhari and Coordinator of Federal Government Amnesty Programme, Prof. Charles Quaker Dokubo has been accused of awarding contracts worth N1.6 billion to five different companies without following due process.

Dokubo allegedly released about N778m as mobilization to the benefiting companies with no trace of execution of projects.

Report says the Presidency as well as Economic and Financial Crimes Commission, (EFCC) are purportedly scrutinizing petitions sent to them, containing allegations of the contracts racketing against Prof. Dokubo.

The Amnesty boss, Prof Dokubo was reportedly compelled to explain the alleged mismanagement of funds meant for the reintegration of 30.000 ex-Niger Delta Agitators captured in the Presidential Amnesty Programme.

It will be recalled that Mr. Doubra Williams, fired a petition to the Presidency, Economic and Financial Crimes Commission, EFCC and security agencies on the need to sack the Amnesty Coordinator, Prof. Dokubo, whom he accused of indirectly working against President Muhammadu Buhari by awarding juicy contracts in the Amnesty office to members of the opposition parties.

Williams alleged that a total of N778 Million had already been paid to IB and M Integrated Services Limited, PDF International Concepts limited, Peacefos Product Limited and I and I Multi-Dynamics Services Limited, out of N1.166 Billion contracts by Prof. Dokubo to the contractors within two (2) weeks after issuing letters of award, but the benefiting contractors were yet to execute the jobs awarded to them.

He also accused Prof. Dokubo of violating the Bureau of Public Procurement (BPP) Rules by approving the contract for the Consultancy to Double Helix Nigeria Limited located at No. 4 Olu Agabi Close, Life-Camp, Abuja, FCT, for the payment of PAP Consultants salaries without following due process”.

But, the Coordinator, sensing a big problem hurriedly terminated the Consultancy contract he purportedly awarded to Double Helix Nigeria Limited, via a circular dated July 4, 2018, personally endorsed by Prof. Dokubo, titled “Termination Of The Contract Of Double Helix Nigeria Limited”.

This singular action by the Coordinator, Prof. Dokubu, has confirmed the allegations contained in Mr. Doubra Williams petition to the Presidency and EFCC and security agencies against Prof Dokubu.

Also, former ex-agitator and coordinator of Niger-Delta Peace-Yoke Leadership Initiative (NIDPLI), Mr. Excel Y. Toriomo, had made similar allegations against Professor Dokubo for engaging Double Helix Nigeria Ltd, without due process.

Toriomo, also accused Professor Dokubo, of disengaging them from working in the Amnesty office and replaced them with persons-mostly girls-from outside the Niger Delta region on assumption of office.

 “Imagine an office that has trained some critical stakeholders on various disciplines and vocational areas would not absorb them but would rather disengage even those that were employed by the previous administration and replacing them with persons from Ebonyi, Enugu and Kogi states which are outside the Niger Delta”, Toriomo queried.

Meanwhile, a chieftain of All Progressives Congress, APC and Niger Delta Activist, Comrade S.I Akporike, said the allegation of N1.6 Billion contracts irregularities against Prof. Dokubo, which had been published by several Nigerian online medium should be thoroughly investigated.

He said many had believed that Professor Charles Dokubo, who was appointed in March 2018, by President Muhammadu Buhari as Special Adviser and Coordinator of the Presidential Amnesty Programme, on the recommendation of the National Security Adviser NSA, will eradicate corruption from the Amnesty Office, but these allegations against Dokubo are very serious and he alone can defend himself.

“The former Special Adviser and Coordinator of the Amnesty Programme, General Paul Boroh, was sacked and quickly replaced with Prof. Charles Dokubo, because there were series of petitions on corruption and fraudulent activities in the Amnesty office against Boroh and he was eventually sacked”.

He pointed that President Muhaamadu Buhari, approved the appointment of Professor Charles Dokubo to instill discipline, accountability and transparency in the Amnesty office, whose assignment was to clean up the mess in the Amnesty office and ensure that no more corruption and fraudulent activities in the Amnesty office which has been a major setback and hindrance to the Amnesty programme.

According to him, it is worrisome that same Professor Dokubo allegedly approved and awarded contracts worth N1.6Billions to five different companies, and within two weeks a total sum of N778m had already been released to these companies.

He said these allegations should be investigated and if found to be true, Professor Dokubo should resign or be sacked immediately, except after investigation and the allegations are proven not true, then he stands vindicated.
