An Opinion Leader from Ofuoma oil producing community, Afiesere Oilfield in OML30, Delta State, Mr. Chris Eriyamremu has said the Global Memorandum of Understanding GMoU yet to be signed by Heritage Energy Operational Services Limited, and President Generals of host communities was hindering infrastructural developments across communities in OML30.
Eriyamremu, a Peace Mediator and Leadership Consultant, who spoke yesterday at Ughelli, said “ Heritage has been operating successfully and lifting crude oil in OML30 without a valid GMoU for over a year, this was possible because the host communities in OML30 were naturally peaceful and law abiding, this should motivate Heritage to quickly conclude the review process and sign a new GMoU with the communities”.
“ Though it is totally unacceptable, provocative that for over one year Heritage has not been able to sign a new GMoU with the host communities, however, let me sincerely appeal to the President Generals and stakeholders who are negotiating with Heritage to be considerate in their demands particularly the funding of the new GMoU which appears to be a factor tactically delaying the signing of the GMoU"
He said “ the last GMoU signed by the former operator, Nigerian Petroleum Development Company NPDC and 111 host communities in OML30 expired since September 2017, the new operator Heritage should make it a priority to sign its own GMoU with the host communities and ensure prompt release of GMoU funds for execution of projects in the various communities, payments of Scholarships, employment of indigenes and patronage of Community Contractors”.
