International and Non- governmental organizations, civil rights’ activists and other personalities as well as Institutions involved in community and other forms of infrastructural development will quickly stress the obvious fact that development projects are people driven: meaning it is the beneficiaries of such projects that make request based on pressing needs and availability of capital (fund).
It is equally expected that government at all levels as change and development agents should consult the governed before embarking on projects within their area of purview so as to ensure effective use of such projects when completed.
But suffice to say that the multi million naira bus stops constructed in Warri, Asaba and Effurun by the Governor Emmanuel Eweta Uduaghan administration is without due consultation with people of the benefitting cities and towns.
Anyone who is familiar with Warri and Effurun will definitely know that patronage of bus stops is alien to the people that live in the twin cities!
It therefore beats one’s imagination why the state government decided to construct new bus stops in these cities when the existing ones constructed by a past administration were never used by passengers and are homes for lunatics as well as destitute.
The fact that the state government is yet to commission the new bus stops it spent several millions of tax payers’ money to build after completion and these bus stops have become comfortable homes for the increasing number of lunatics that daily throng Warri and Effurun attest to the fact that the project is an ill advised, wrongly directed policy and one that speaks of an administration which is top to bottom without proper communication with the governed.
The crux of this piece is that the newly constructed public bus stops by the Uduaghan administration appears to be a waste of public funds and such waste should not be repeated in subsequent projects that impact on public interest.
The state government and other development agencies should always consult with the beneficiaries before embarking on development projects.
