Warri South Council earmarks N5.5b fiscal estimate for 2022, to expend 35percent on capital projects

The Executive Arm of Warri South Local Government Council in Delta State, has presented an estimate of Five Billion, Four Hundred and Thirty-one Million, Thirty-four Thousand, Eight Hundred and Twelve Naira, Ninety-one Kobo (N5,431,034,812.91) as budget proposal for the year 2022 to the Legislative Arm of the Council, for necessary consideration and approval.

Fresh Angle International can report that the Chairman of Warri South Local Government Area, Dr. Michael Tidi, who made the presentation to the Warri South Legislative Arm, Monday January 10, on behalf of the Executive, christened the 2022 Draft Estimate, “Budget of Advancement”.

 

 Dr. Tidi, who thanked members of the Council’s Legislative Arm for their understanding and comradeship since the inception of his administration, explained: “It is imperative to note that the previous year’s budget amounted to the sum of Six Billion, Six Hundred and Fifty seven Million, Thirty-eight Thousand, One Hundred and Fifty-one Naira, Ninety one kobo (N6,657,038,151.91K)only, which was however not fully executed due to the global fall in oil prices and Global Epidemic of COVID- 19,  that affected the Nation’s Gross Domestic Product. But progressively, this year’s Draft Estimate has been approximated at the sum of Five Billion, Four Hundred and Thirty-one Million, Thirty-four Thousand, Eight Hundred and Twelve Naira, Ninety-one Kobo (N5,431,034,812.91) only. This year’s Draft Estimate is Lower than Last Year with about One Billion, Two Hundred and Twenty-six Million, Three Thousand, Three Hundred and Thirty-nine Naira Zero kobo (N1,226,003,339.00) only. This is due to over appropriation of last year Capital Expenditure of the Annual Estimate”.

Breakdown of the draft estimate, revealed that recurrent expenditure, comprising consolidated revenue fund charges, personnel emoluments and overhead costs, will gulp Three Billion, Five Hundred and Twenty-Seven Million, Nine Hundred and Thirty-four Thousand, Nine Hundred and Three Naira, Sixteen Kobo (N3,527,934,903.16) representing (65.%) of the budget proposal, while Capital outlay will consume One Billion, Nine Hundred and Three Million, Ninety-nine Thousand, Nine Hundred and Nine Naira, Seventy-Five Kobo (N1,903,099,909.75) representing (35%).

“Expected Cash inflow from Statutory Allocation from the Federal Government and our internally Generated Revenue (IGR) By God’s special Grace, will meet up with our proposed Expenditure.

“It is my wish and desire that the expected funds, will be available and all the enlisted projects, will become a reality. This 2022 Draft Estimate is in Line with the Smart Agenda of the Executive Governor of Delta State, His Excellency, Senator (Dr.) Ifeanyi Arthur Okowa”, Dr. Tidi, noted.

He urged the lawmakers to prudently and speedily analyze the draft proposal and make necessary recommendation.

The Leader of Warri South Legislative Arm, Rt. Hon. Sylvester Ijabor, who responded on behalf of the lawmakers, stressed the need for people in government to imbibe the spirit of owning governance, so as to increase their level of commitment in terms of service delivery.

While assuring that they will initiate a byelaw that would help shore up the Internally Generated Revenue profile of the Council, Rt. Hon. Ijabor, stated: “I have tried to assist the Executive Arm on behalf of the House, to explore the possibility of deploying technology in generating our IGR. We will analyze the budget without waste of time, latest two weeks, we will complete work on it. If there are grey areas, we will relate with you, Mr. Chairman”.

 

 

The budget presentation was witnessed by other members of the Warri South Council Executive, including Secretary to the Local Government, Mr. Joseph Oribioye, the Head of Personnel Management, Dr. (Mrs.) Minnie Igbrude, Treasurer to the Local Government, Mr. Ugborugbo Moses, other Heads of Department, Warri South PDP Chairman, Mr. Johnson Agbeyegbe, Warri South PDP Women Leader, Omawumi Cheke, two former Secretary to Warri South Local Government  and PDP ward leaders.
