In furtherance of its development efforts to deliver sustainable community development projects in Itsekiri Regional Development Committee’s communities in Warri South, Warri South West and Warri North Local Government Areas, the IRDC is inviting bids from registered contractors for the under listed projects.

A) Intrested bidders can contact Itsekiri Regional Development Committee (IRDC) Office located at No. 5 Emiko Close, Warri from 9.00am to 4.00pm between Wednesday March 23rd to Wednesday March 30th 2022 to register with IRDC upon payment of non-refundable registration fee of either N10,000.00 for Housing Unit or N25,000.00 for Town Hall/Walkway/Road/Solar/Reclamation Projects. Previously registered contractors are exempted from this payment. However, to obtain bid documents after registration, contractors are expected to pay a non-refundable fee of N10,000.00. NOTE that this payment is not a prequalification for any contract award.
B) All prospective bidders are expected to provide the following information
· Certificate of Incorporation with Corporate Affairs Commission.
· 3 Years, valid Tax Clearance Certificates and VAT Registration Certificate (current)
· Bidder’s name, address and contact information, qualifications, sub-contractors qualifications and relevant experience (including similar work in the past)
· Detailed schedule, budget, and execution strategy, including the role of subcontractors
· Qualification of subcontractors where applicable.
· Relevant safety and financial data showing that the bidder is capable of meeting cash flow, tax and other requirements.
Where relevant, the bidder’s plan to encourage local subcontractors, train community members, provides apprenticeship etc.
C) All bids are evaluated based on Technical and Commercial Presentation which includes the following
a. Technical Capability of prospective bidder
b. Reputation of bidder
c. Knowledge of locality
d. Proof of previous job performance
e. Proposed completion schedule and major milestones
f. Local content
g. Insurance cover (Work Man Compensation)
h. Staffing
i. References
j. Financial capability of prospective bidder
k. Cost
l. Bank guaranty
D) All Bids must be dropped off in the bid box at the above address on or before 12noon. Wednesday 6th April, 2022. Bids will be opened immediately on Wednesday 6th April, 2022 by 1.00pm in the presence of Bidders Representatives, IRDC Members, CEMB and the Press at IRDC Secretariat, 5 Emiko Close Warri.
E) All bids must be sealed, clearly marked at the top right corner of the envelope ”IRDC Invitation of Bids and Bid Reference No” as contained in this Bid Announcement.
