SEC 44 of NIPSS, describes LGCs as most important tier of government in Nigeria

Participants of the Senior Executive Course (SEC) 44, 2022 of the National Institute for Policy and Strategic Studies, NIPSS, Kuru, Jos in Plateau State, have described local government councils as the most important tier of government in Nigeria.

 

 

Fresh Angle International can report that this position was made known Thursday May 19 in Warri, Delta State by the Director of Studies and leader of the delegation of participants of SEC 44 2022 of NIPSS, Kuru, Prof. O J Para-Mallam, when they undertook a study tour of Warri South Local Government Council.

Prof. Para-Mallam, disclosed that the SEC 44 participants of NIPSS, were mandated by President Muhammadu Buhari, to look into the issue of strengthening local government administration in the country, saying local government councils, have been severely neglected over the years.

In his opening remarks, Chairman of Warri South Local Government Area, Dr. Michael Tidi, stated that prior to his assumption of office in 2018, Warri South Local Government Council was in dire need of a credible, selfless, dynamic and purposeful leadership, that has the political will of providing a new road map to lead the people from despondency to a condition of hope and opportunity as well as from obscurity to prosperity, through changing of the hitherto negative narratives of Warri in all ramifications.

While saying that the task was challenging and extremely difficult considering the strain in the finances of Local Government Councils in the country, the Warri South Council Boss, averred: “I am excited to inform you that some of the negative/ugly narratives, had been surmounted through my administration’s superlative mastery in the management of limited material resources”. 

 

Dr. Tidi, who was represented by Secretary to Warri South Local Government, Mr. Joseph Oribioye, articulated the achievements of his administration thus far and outlined the challenges being faced.

According to him, the challenges being faced by his administration include; paucity of funds, indiscriminate dumping of refuse by the people on the median, the streets and on the road, lack of job opportunities for the teeming youths, cultism and drug related vices, illegal bunkering activities of some unscrupulous persons and near-zero public power supply.

 

He called for more government interventions in the education sector, especially the primary schools, which need more teachers for effective teaching/ learning.

 

The Majority Leader and Deputy Majority Leader of Warri South Local Government Council Legislative Arm, Hon. Tuoyo Ebigbeyi Awani and Hon. Joy Ejumudo, respectively, represented the Legislative Arm, during the interactive session.

Warri South Local Government Council Supervisors for Environment, Health Education and Agric, Messrs. Omawumi Elete, Sunny Bodor, Richard Onojeghwo and Chief Butler Igbigbi, respectively as well as the Council’s Head of Personnel Management, Dr. (Mrs.) Minnie Igrude, Treasurer to the Local Government, Mr. Ugborugbo Moses, the Chairman of NULGE, Warri South, Comrade Raymond Emiko as well as representatives of security agencies, market unions, NURTW, NCWS and the media, graced the session.
