In a significant step towards urban modernization, Warri South Local Government Council, has launched a structured parking management system, aimed at decongesting roads, improving traffic flow, and fostering better urban mobility.
The pilot phase of this initiative commenced on Monday, 16th December at Deco Road Zone A, with plans for a full rollout to cover the entire Warri South Local Government Area.
The new parking system introduces designated parking bays and time-regulated usage, with a fee set at N200 per hour.
To ensure that parking spaces are widely accessible, a maximum parking time of two hours has been implemented. Vehicles exceeding the allotted time or parked outside designated bays will attract penalties. Additionally, improperly parked vehicles may be towed to a vehicle pound, with owners required to pay towing and storage fees before retrieval.
*Operation hours* for the parking scheme are Monday to Saturday, from 8:00 AM to 6:00 PM, aligning with peak business hours to support local businesses while maintaining a balance between accessibility, road safety and traffic control.
Economic and Social Benefits: The parking management system is expected to generate significant employment opportunities within Warri South Local Government, with projections indicating the engagement of over 100 personnel when fully implemented.
The roles of personnel to be engaged, will include parking compliance officers, administrative staff, and technical support teams as well as providing a much-needed economic boost for the area.
Speaking on the initiative, the Chairman of Warri South Local Government Area, Comrade Agbateyiniro Weyinmi Isaac, expressed optimism about the programme's potential to address long-standing traffic challenges while creating jobs. “This is not just about managing parking; it’s about ensuring that our streets are safe, orderly and accessible. It’s also a way to provide employment opportunities for our people and improve the overall functionality of our city,” the Executive Chairman remarked.
Impact on Local Infrastructure: The structured parking system is expected to reduce traffic congestion, particularly in commercial zones, where indiscriminate parking has historically caused disruptions. By organizing parking within clearly marked bays and enforcing time limits, the scheme seeks to enhance the city’s infrastructure and encourage better parking habits among residents, visitors and business owners.
Compliance and Penalties Residents: Motorists are urged to familiarize themselves with the new parking guidelines to avoid penalties. Violations, such as exceeding the maximum parking time or parking outside designated areas, will attract fines, while vehicles parked inappropriately may be towed to designated pounds. The towing process aims to deter improper parking and maintain the integrity of the system.
Abandoned Vehicles and Illegal Use of Road Space for Trading: The scheme also aims to eliminate the indiscriminate use of the road space for vehicle abandonment and trading. We implore our people to abide by the new regulations to make Warri South even more attractive to visitors and economic growth.

As the pilot phase progresses, the LG is expected to gather feedback from stakeholders to refine and optimize the system. Plans for a full-scale rollout across Warri South are already underway, signaling a commitment to improving urban mobility and creating a more orderly environment.
Residents have been encouraged to embrace the changes, as the initiative is designed to benefit all by ensuring smoother traffic flow, better accessibility, and a more organized urban experience.
This innovative parking management system, under the direct supervision of the Warri South Parking Management Committee, is a bold move toward urban development, aligning with global best practices and setting a new standard for infrastructure management in Delta State.
