Dickson to organize training for teachers, others

The Governor of Bayelsa State, Hon. Henry Seriake Dickson has expressed his administration commitment to organize a compulsory training exercise for teachers of primary and secondary schools as well as other civil servants in the State.

The exercise is to enhance the teachers and other civil servants, adding that competent test will be conducted to evaluate staff competency and sack those that will fail the test and replace them with best graduates that are unemployed in the State. 

According to the governor, the exercise is not aimed to witch-hunt any staff but to checkmate ghost workers, incompetent hands and absentees who flood Bayelsa State Civil Service.

Our Bayelsa State Correspondent reports that Governor Sariake made the assertion during the monthly Transparency Briefing held at Banquet Hall, Government House, Yenagoa, saying, “henceforth State Government has taken full responsibility for the payment of primary teachers’ salaries and advised Local Government Council Chairmen to urgently clear-off all outstanding salaries and arrears to its staff, noting that his administration since inception has not interfere with local government funds, despite the joint account they operates and advised others to follow his style of leadership.

Meanwhile, the governor declared 12.432bn and 12.240bn as funds accrued to the State coffer for the months of November and December, 2017 fiscal year. 

Giving total breakdown of Income and Expenditure profile of the State, Governor Dickson said FAAC deduction in the month of November stood at 1.64bn, bank repayment was 3.977m while Internally Generated Revenue (IGR) stood at 65m. 

The governor further said salaries of civil servants was 3.67bn, political appointees salaries 293m, Recurrent and Capital Expenditure took 5.86bn and the balance came as 10.790bn.

He explained that State Government has a shortfall of 1.4bn and total deductions for November stood at 8.52bn.

For the Income and Expenditure profile of December, he said the State received a gross inflow of 12.240bn, FAAC deduction stood at 10bn, salaries of civil servants was at 3.638bn, bank deduction 3.611bn, and Recurrent and Capital Expenditure 7.499bn.

He declared 13.2bn as Paris refund payment received from federal government to Bayelsa government, while local government councils shared received 1.3bn as Paris fund, noting that State Government expended 5.5bn as payment of civil servants arrears for November  and December, 2017.

Governor Dickson described the monthly transparency briefing exercise as “Monthly Ritual” which his administration has maintained for couple of six (6) years on the accounting of income and expenditure profile of the State, while urging other states to emulate the gesture to be accountable to the electorates.
