Investigation: Why Chief Emami reiterated call for Kingsley Otuaro’s arrest during Arise TV Interview

Dig-Deep by Fresh Angle International, has revealed the untold story that led to Chief Ayirimi Emami’s repeated call for the Inspector General of Police, Kayode Egbetokun to arrest the immediate past Deputy Governor of Delta State, Barr. Kingsley Burutu Otuaro.

Chief Emami, had on Wednesday April 16, during the celebration of the day “Ologbotsere Family returned from Battlefield” called for the arrest of Barr. Otuaro and repeated the call today, Monday May 26, during a live interview on Arise TV.

Findings by This Flagship Niger Delta Online Newspaper, revealed that the position of the law, is that any community that is within the 500-metre buffer zone from the deep sea, shall be beneficiary from oil activities in the deep sea and it is the National Boundary Commission, that is saddled with the responsibility of determining the communities that are within the buffer zone.

Premised on the position of the law, the NUPRC put the National Boundary Commission in action and the Commission came up with the list of communities that are within the 500 meters buffer zone.

It was reliably gathered that to the surprise of Chief Ayirimi Emami, the Itsekiris whose communities are the ones on the coastline of the Atlantic Ocean (facing the sea directly) were excluded from the 500 meters buffer zone and the Ijaw communities that were said to be in the interior (inside the creek) were superimposed in place of the Itsekiri communities that are directly on the coastline.

Chief Emami, who got wind of the development, pointed accusing fingers on Barr. Kingsley Otuaro, who was the Deputy Governor of Delta State as at the time the National Boundary Commission, carried out the exercise.

He stated that the exclusion of the Itsekiri communities that are directly affected by oil exploration activities at the sea, was the handiwork of Barr. Otuaro, because he was Chairman of Boundary Affairs in Delta State, as Deputy Governor then.

“This is one of the reasons that the Itsekiris, using the same cordinates provided by the National Boundary Commission in the gazette, engaged the services of surveyors and geographers and they came up with scientific analysis, showing that none of those Ijaw communities that made the gazette, falls within the 500 meters buffer zone, rather the Itsekiri communities are supposed to be.

“We then wrote to NUPRC to right the wrong, NUPRC wrote the National Boundary Commission, advising them to go back and carry out the exercise again, since there were complains.

“Upon noticing that we were calling for the wrongs to be right, they (Gbaramatu Ijaws) quickly ran to court and used some communities in Lagos State, which they are claiming to own to institute an action that since it has been gazetted, it should remain so.

They moved the matter from Lagos High Court to Warri, so that those in Lagos would not be alerted and they used communities in Lagos, instead of their communities in Delta to institute the action, so that our attention would not be drawn to the matter, this is what they are known for”, Chief Emami, told Our Editor-In-Chief in an exclusive chat, Sunday May 25.

Angered by the development, Chief Emami told Arise TV interview crew, today: “Kingsley Otuaro, came to tell some lies about Warri Federal Constituency.  He swore to an oath as Deputy Governor, that he won't allow his personal interest to override the overall interest. That was exactly what he did with the National Boundary Commission.

“Barr. Kingsley Otuaro should be arrested, the Speaker of Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, is also an accomplice in the whole exercise. We didn't say delineation shouldn't be held, but our land shouldn't be ceded to others.

“The state government hasn't spoken to the Itsekiri Nation on the brewing crisis regarding the report of delineation done by INEC, but a Commissioner (Commissioner for Works, Rural Roads and Public Information, Charles Ehiedu Aniagwu) who is a public servant, spoke on the issue of land ownership in Warri Federal Constituency on your channel yesterday, something he has no right to speak about.

“Otuaro is trying to instigate another round of crisis, so that they will say leave the governorship for Gbaramatu people.”
