Itsekiri Ethnic Nationality Ex-Agitators Forum, has issued a 21-day ultimatum to President Bola Ahmed Tinubu to immediately remove Administrator of the Presidential Amnesty Programme, PAP, Dr. Dennis Otuaro, saying the foundational bedrock of peace and equity, on which PAP was created, has allegedly crumbled, under Dr. Dennis Otuaro.
Fresh Angle International, can report that the ultimatum was contained in a statement released in Warri, Delta State, Wednesday February 4.
The forum, claimed that out of 1,700 beneficiaries recently deployed abroad, the Itsekiri Nation—a major oil-producing ethnic group, received zero consideration.
The statement, which was e-signed by Leader and National Coordinator, Comrade Dennis Mene, Esq., Leader and Assistant National Coordinator, Comrade Tosan Eugen, Leader/Secretary, Comr. Bibi Gbemi and Leader/Director of Contacts and Mobilisations of the forum, Comrade Henry Omajugho, noted: “We stand here today as the leadership of the Itsekiri Ethnic Nationality Ex-Agitators Forum, bonafide third-phase beneficiaries of the Presidential Amnesty Programme (PAP).
“We have been pushed to the brink.
“The PAP was founded on the bedrock of peace and equity. However, under the current leadership of Dr. Dennis Otuaro, that foundation has crumbled.
“We are here to formally announce our total loss of confidence in his administration.
“Dr. Otuaro has failed to rise above ethnic sentiments, choosing instead to transform a national security programme into an instrument of marginalization against the Itsekiri Nation.
“THE GROUNDS:
“Our Reasons for the insurance of the 21 DAYS ULTIMATUM is based on documented evidence of systemic exclusion:
“1. Deployment Bias: For the 2024/2025 and the current 2025/2026 sessions, qualified Itsekiri ex-agitators, with valid UN codes were ignored. While our people applied through official portals, slots were diverted to personal networks outside the database.
“2. Politicization of the Office: In this year 2026, the programme has been turned into a political machinery. Dr. Otuaro is using PAP resources to build personal political structures rather than fulfilling the mandate of regional stability and Mr. President.
“3. Ethnic Marginalization in Education: Out of 1,700 beneficiaries recently deployed abroad, the Itsekiri Nation—a major oil-producing ethnic group—received zero consideration.
“4. Administrative Hostility: We have sent numerous formal letters to his office. He has met them with total silence. This is a deliberate disregard for the Itsekiri leadership and our people.
“5. Non-Award of Scholarships: Our people have been deprived of scholarship opportunities like their counterparts, simply because they are Itsekiri.
“THE ULTIMATUM:
“Let it be known: The peace of the Niger Delta is anchored on justice.
“We cannot guarantee the continued safety of oil facilities in our territories while our people are being treated as second-class citizens in a programme meant for all ex-agitators.
“If he failed to yield to our demands, we shall embark on a protest to demand as follows:
“1. The immediate removal of Dr. Dennis Otuaro for his inability to manage the PAP without ethnic bias.
“2. The immediate deployment of all Itsekiri Ex-agitators with valid UN codes for vocational and educational training.
“3. Fair representation of Itsekiri individuals within the PAP administrative structure.
“4. The immediate award of scholarships to our people like their counterparts in the Niger Delta.
“CONCLUSION:
“Your Excellency, Mr. President, a stitch in time saves nine. The Itsekiri people are peaceful, but we will not be silenced by marginalization. If this ethnic bias is not corrected and Dr. Otuaro is not removed, we will be forced to take the necessary steps to shut down oil operations within our land to protect our future.
“We trust in your leadership to act before this volatile situation escalates.”
