Warri South: Stakeholders call for critical review of three Bills proposed as byelaw

Stakeholders from the Nigerian Bar Association, National Inland Waterways Authority, traditional institutions, trade unions, Christian Association of Nigeria, CAN, ethnic youth bodies, Nigerian Society of Engineers, the Nigerian Police Force and community leaders, have called on the Warri South Local Government Council Legislative Arm, to critically review three Bills, proposed as byelaw. 

 The three Bills, are; Warri South Local Government Council Building/ Construction Regulation Bil 2026, Bill for the Establishment of Freedom Square Within Warri South Local Government Area and a Bill for Compulsory Use of Life Vest in Waterways Transportation in Warri South Local Government Area. 

Fresh Angle International, can report that they made the call Thursday May 14 at the Warri South Council Legislative Arm, during a one - day public hearing organized by Warri South Local Government Council Legislative Arm.

Secretary of the Nigerian Bar Association, Warri Branch, Michael Efeakpor Esq., two officials of the National Inland Waterways Authority, NIWA, Engr. Paul Udeji and Surveyor Ayuba Vanga, Engr. Akpoteher Akpe of the Nigerian Society of Engineers, Chairman of the Nigeria Union of Local Government Employees, NULGE, Warri South Council Chapter, Comrade Raymond Emiko, police chiefs from the Area Command and 'B' Division, Warri, prominent chiefs of Agbarha - Warri Kingdom, Chief Kpesu Bernard Erukakpomreh and Chief Sylvester Ijabor as well as representatives of Itsekiri National Youth Council, INYC and Urhobo Progress Union, UPU Youth Wing, said the Warri South Local Government Council Building/ Construction Regulation Bill 2026, Bill for the Establishment of Freedom Square Within Warri South Local Government Area and Bill for the Compulsory Use of Life Vest in Waterways Transportation in Warri South Local Government Area, need to be critically reviewed, so as not to contravene relevant provisions of the 1999 constitution ( as amended) existing Delta State laws.

They applauded the Bill for Establishment of Rainbow Economic Hub in Warri South Local Government Area, advising that aspects of the proposed Bill be fine - tuned, to achieve its aim.

 

Deputy Leader of Warri South Council Legislative Arm, Hon. Emmanuel Egbe and Majority Leader of Warri South Legislative Arm, Hon. Tuoyo Ebigbeyi, appreciated the stakeholders for their contributions, saying their observations and submissions, will critically examined by the relevant committees of the House and entire members of the House, to ensure that workable byelaws are passed.

The Leader of Warri South Local Government Council Legislative Arm, cum Chairman of the public hearing, Rt. Hon. Joy Ejumudo, had in her opening remarks, noted that the public hearing, was the second to be organised by the legislative arm, under her leadership.

 

She called on the stakeholders, to make meaningful contributions that would enhance the Bills and help the legislative arm successfully pass the Bills into implementable byelaws.
