Exclusive: Warri CDCs shutdown due to zero allocation, officers allege threat from property owners, community youths

The bankruptcy being experienced by the 25 Local Government Councils in Delta State is not isolated as all 12 Community Development Committees, CDCs established by the Chief James Ibori administration in the three Warri Local Government Areas of Warri South, Warri South-West and Warri North have been shutdown since February 2015 as a result of zero allocation, Fresh Angle International can exclusively report.

Your best read tabloid scooped from impeccable sources that rent of office accommodation for 10 of the CDCs elapsed since January 2015, while the remaining two suffered similar fate August same year, just as the property owners issued eviction notices with a further threat by some of them to institute legal actions against the CDCs in a bid to recover their money.

The establishment of the CDCs by the James Ibori administration immediately after the infamous Warri crisis did not come without its controversies and suspicion among the contending tribes in Warri.

A petition obtained by Fresh Angle International revealed that the CDCs could no longer meet up with monthly obligations such as payment of workers’ salaries, stipends to youths that are involved in community policing, monthly assistance to the various health centres and environmental sanitation in the various communities within their catchment areas.

The petition which was addressed to the Director General, Community Development Department, Governor’s Office Annexe Warri by Heads of Administration and Accountants in the 12 CDCs, alleged that beneficiaries of the affected communities are threatening them on the believe that they “are deliberately withholding their stipends and benefits”.

The immediate past Dr. Emmanuel Uduaghan administration funded the CDCs for some time, but withheld funds from them towards the end of the administration and the Dr. Ifeanyi Okowa administration is yet to show any interest in the seemingly comatose 12 Warri CDCs.
