RESOLUTIONS OF THE NIGER DELTA ETHNIC NATIONALITIES YOUTH LEADERS’ FORUM AT THE THIRD QUARTERLY MEETING HELD AUGUST 27, 2017 IN SHELL FACILITY, WARRI, DELTA STATE, TO ELECT NEW OFFICERS AND REVIEW THE SECURITY, POLITICAL AND ECONOMIC STABILITY OF THE REGION 

PREAMBLE

The youths are the foundation of every society and their energy, inventiveness and orientation define the pace of development and the security of any society, thus, their energy and vitality ensures future prospect and nation building. The United Nations’ program on youths affirms youth participation as the active and meaningful involvement of young people in all aspects of their development, community engagement, security and political stability. 

To this end, the Presidents of Niger Delta Ethnic Nationality Youths met in Warri, Delta State and elected new Officers, went ahead to appraise recent developments in the region as well as considered different issues, after which we resolved as follows:

*We commend the present moves by President Muhammadu Buhari as well as the Leaders of the Niger Delta Region to dialogue, in the quest to address critical issues affecting the good people of Niger Delta.

*We implore the Federal Government to ensure a high degree of transparency, sincerity in the process of dialogue and negotiation.

*We demand the inclusion of the Ethnic Nationality Youth Leaders in the region for the propose dialogue as we are the most vulnerable.

*The Forum frowned at the increase of hate speeches across the country and call for national tolerance across board, with special appeal to the youths to eschew hate and embrace tolerance as well as love to build national unity.

*On the Economy, the forum decry the deplorable condition of Federal Roads as well as abject poverty, lack of jobs in the region and further call on the federal government with all its agencies to develop economic engagement of youths through reactivation of the various Sea Ports and other existing Federal projects in the region. The Federal Government should as a matter of priority immediately commence the repair and reconstruction of all Federal Roads and Rail lines.

*The Forum call on the Federal Government to release all monies owed the existing institutions and adequately fund the development agencies in the Niger Delta geared towards restoring confidence in the people. 

*We the ethnic youth leaders also want State Houses of Assembly in the Niger Delta to pass the Anti- Grazing Bill so as to put an end to unnecessary killings, destruction of lives and properties perpetrated by the so called Fulani Herdsmen.

* We also resolved that the Presidential Amnesty Office should deal with youth leaders who represent different ethnic groups across the Niger Delta on issues that affect the region. We may not be able to guarantee the prevailing peace in the region if the Presidential Amnesty Office declines our partnership initiative.

CONCLUSION

In the face of the current socio-economic, political and ethno-religious crisis that continue to plague our country with its attendant negative impact on our economy, social lives and peaceful coexistence of our region and the country at large, the Federal Government should consider the calls for restructuring of the country. This will ultimately resolve all issues plaguing the region and allow greater participation of people in governance. 

We appreciate the Federal Government on the approval to engage 10,000 youths for pipe-lines’ surveillance and protection, just as we use this medium to call for the inclusion of ethnic youth leaders in the program.

It is imperative at this juncture to note that election into various offices were held and the under-listed ethnic youth leaders emerged as the executive to steer the organization for the next 24 months.
