Delta State Governor, Dr. Emmanuel Uduaghan says Delta State desires to have State Police because the federal government cannot adequately provide the working materials Nigerian Police need to effectively carryout their functions.
Dr. Udughan made the declaration at a-one-day human rights conference tagged “the police and human rights” organized by the Forum for Justice and Human Rights Defence at Udu in Udu local government area, Delta State.
The Governor who was represented by the State Attorney General and Commissioner for Justice, Mr. Charles Amajuoritse Ajuyah (SAN) said State Police will cater for the problems currently plaguing the Nigerian Police. Dr. Uduaghan said states who can afford their own police should go ahead, while others who cannot should forget it, even as he was quick to add that the call for state police does not mean that federal police should be discarded.
While calling on security agencies to protect human rights in carrying out their Job, Governor Uduaghan warned local vigilantes in the state not to kill anybody, noting that whoever does so will face the full wrath of the law. He also advised the vigilantes to liaise with relevant security agencies to guaranty their own satisfy. According to him, laws will soon be put in place to make the ban on commercial motorcycles a valid one.
In a lecture titled “strategies at boosting the confidence of members of the public in covering information to security agencies” a constitutional and human rights lawyer based in Effurun, Barr. Omemiroro Ogedegbe declared that the decision of Dr. Uduaghan’s administration to ban commercial motorcycle operators in the state is already a subject of litigation in suit No: Ehc/208/2012. The suit he noted is between Omemiroro Ogedegbe, Esq Vs (1)Dr. Emmanuel Ewetan Uduaghan (2) Delta State House of Assembly (3) Commissioner of Police, Delta State and (4) Attorney General of Delta State, just as he noted that the High Court in Effurun has ordered the respondents to put on notice and fix same for October 3.
On the issue of State Police, Barr. Ogedegbe accused governors in the South-South of canvassing for State Police as a result of “bragging rights pursuant to 2015 general elections”.
The legal practitioner opined that the demand for State Police is occasioned by “the unaddressed inefficiency of the Nigeria police force” suggesting that the best way out is to revamp the present police structure in such a manner that service delivery would be improved upon.
While calling on the police and other law enforcement agencies to cultivate the habit of going after perpetrators of crime whenever information are given to them, the legal practitioner cum rights activist advocated for proper welfare and good working condition for men of the Nigerian Police in other to make it function effectively.
Warri based legal practitioner and constitutional lawyer, Dr. Akpo Mudiaga Odje said the problem with the Nigerian Police is with the rank and file as well as the failure of federal government to properly take care of the police.
In a lecture titled “the role of the police in maintenance of law and order in the community”, Dr. Odje advised that the police should not be used for domestic security either by individuals or politicians because “once the people lost faith in the legal and judiciary process, they will take up arms”.
He canvassed for a well organized police as well as mutual respect between the police and the policed.
Convener of the conference and National Coordinator of Forum for Justice and Human Rights Defence, Barr. Oghenejabor Ikimi, disclosed that in 2013, there will be a free quarterly lecture for security agencies in the state as part of the forum’s strategy to improve security of lives and properties in the state.
