Chevron Nigeria Limited (CNL) is one of the largest oil and natural gas producers in Nigeria. With its joint venture partner, the Nigerian National Petroleum Corporation, NNPC, CNL is a significant industry investor and plays a key role in Nigeria’s economy, positively contributing to the social welfare of the people and creating opportunities for progress in communities close to its operations and across Nigeria.

Despite the downturn in the global economy and significant challenges in the oil and gas industry because of the Coronavirus (COVID-19) pandemic in 2020, we remained focused on delivering that vision in an ethical, responsible, and sustainable way.

A Message from Rick Kennedy


Chevron is one of the largest oil producers and investors in Nigeria and has been making significant investments in the country for about 60 years. Through Chevron’s principal subsidiary in Nigeria, CNL, the company operates and holds a 40 percent interest in eight concessions in the onshore and near-onshore regions of the Niger Delta under a joint-venture arrangement with the Nigerian National Petroleum Corporation (NNPC). Chevron
also does business through other affiliates in Nigeria.


Deepwater

 

Chevron entities hold acreages in three operated and six non-operated deep-water blocks, with participating interests ranging from 20 to 100 percent. The Agbami field is located 70 miles offshore the central Niger Delta, spanning 45,000 acres. This Chevron-operated field spans Oil Mining Lease (OML) 127 and OML 128.


Infill drilling continued in 2020 to further optimize production. Chevron holds a 30 percent non-operated participating interest in the Usan field in OML 138.


The Aparo field in OML 132 and OML 140 and the third-party owned Bonga South-
west field in OML 118 share a common geologic structure and are planned to be
developed jointly. Chevron entities hold non-operated interests in the unitized area.

Gas

 

CNL continues with its efforts to monetize recoverable natural gas resources in the Escravos area. It utilizes the gas to fuel the company’s operations, while also supplying the product to the domestic and international markets. CNL supplies significant portion of Nigeria’s domestic gas.

 
Through investments in gathering and processing of associated gas, CNL has reduced routine gas flaring in its operations by over 95 percent in the last 10 years.

 
We invest in our operations to improve environmental performance while working with the industry to develop innovations and best practices. We believe reducing gas flaring and carbon emissions makes good environmental and business sense.


CNL operates the Escravos Gas Plant, EGP, which has a processing capacity of 680 million standard cubic feet of natural gas per day and LPG and condensate export capacity of 58,000 barrels per day. Chevron also operates the Escravos Gas to Liquids (EGTL) facility, which is designed to process 325 million cubic feet per day of natural gas from the EGP Phase 3A project, turning this into premium-quality, low-sulfur diesel fuel and naphtha for export. The EGTL enhances diversification and commercialization of gas resources and continues to provide great value to Nigeria through its high-quality liquid products.


The Sonam asset, which is 40 percent owned and operated by CNL is designed to process natural gas through the EGP facility to deliver 215 million standard cubic feet of natural gas per day to the domestic market. It also produces 30,000 barrels of liquids per day.


West African Gas Pipeline

 

Chevron is the largest shareholder in the West African Gas Pipeline Company Limited, which owns and operates the 421- mile (678-km) West African Gas Pipeline.
The $1.2 billion flagship Economic Community of West African States, ECOW-
AS, project led by Chevron in Nigeria was designed to transport up to 475 million standard cubic feet of natural gas per day from Nigeria to markets in Benin Republic, Togo, and Ghana.

Corporate Responsibility

 

Chevron takes its role as a member of the Nigerian community seriously and is active in many corporate responsibility projects promoting health, education and economic development.


In 2005, CNL pioneered the community-led participatory partnership approach to community engagement in the Niger Delta to improve community participation in the social and economic development needs of communities close to its operations.


This model, called the Global Memorandum of Understanding, GMoU, gives communities a greater role in managing their own development through community-based platforms known as Regional Development Committees (RDCs). The objective of the GMoU is to ensure peace, sustainable development, and stability in areas where CNL operates. In 2015, the company launched the GMoU+ to build on the communities’ focus on growing small businesses, increasing household income and employment, and aligning with the United Nations Sustainable Development Goals, SDGs.


Environmentally Sound Operations

                             

Chevron entities in Nigeria have a strong commitment to keeping a safe and clean environment in all its operations. We sustain our investment in advanced technologies for identifying, tracking, and managing key aspects of our operations with the wider deployment of the Lead Detection and Repair (LDAR) programme in our facilities. LDAR helps to detect hydrocarbon leaks (fugitive emissions), which, normally would not be seen by the eye or detected by regular gas detectors, for effective leaks fixing processes.

Social Performance

At Chevron Nigeria, we strive to empower people in communities close to our operations and across Nigeria to improve their livelihoods and enhance their capacity to achieve their aspirations and meet their full potential.

 

We work with the communities, governments and other partners to support strategic social investments in health, education, economic development, and other focus areas such as the environment and sports development. These partnerships and investments advance progress and strengthen the communities.

 

Since 2005, Chevron’s social investment contributions in Nigeria has surpassed $500 million in the areas of economic development, health, education, and peacebuilding, directly benefiting nearly 1.6 million Nigerians.

Support for COVID-19 response in Nigeria


CNL contributed to several initiatives to support the fight against the COVID-19 pandemic in Nigeria.


One of these initiatives was our support for an industry-wide coalition under which the NNPC/CNL Joint Venture made in-kind contributions for a value of $3.2 million to the Federal Government initiative and strategy to fight the pandemic. The initiative covered three areas: the provision of medical consumables including personal protective equipment; deployment of ambulances and in-patient support systems; and delivery of medical infrastructure, equipment, and other items such as ventilators and diagnostic equipment.

 
Through its community-led participatory partnership model for community development, CNL, in partnership with the leadership of the communities neighboring its areas of operations in the Niger-Delta region, donated funds to support emergency food needs and medical services in the communities.


CNL donated a complete set of Polymerase Chain Reaction (PCR) equipment to Warri Central Hospital in Delta State, one of the States, where CNL has operations in the Niger-Delta, to enhance testing and diagnosis of COVID-19. Additionally, we donated other items including test kits, medical consumables, air conditioners, refrigerators, a 50-KVA soundproof generating set and coaster buses for contact-tracing efforts. CNL also renovated a four-room laboratory building provided by the Delta State
government.


CNL, similarly, donated ten 32-seater coaster buses to the Ondo, Delta, and Lagos States Governments to aid contact-tracing efforts in the fight against COVID-19 pandemic.

 
The Foundation for Partnership Initiatives in the Niger Delta, PIND, a non-profit organization funded by Chevron Corporation through the U.S-based Niger Delta Partnership Initiative, NDPI), also contributed to the fight against the COVID-19 pandemic in Nigeria. PIND developed and managed a web-based “PIND Niger Delta COVID-19 Update Center” for dissemination of accurate information regarding COVID-19 in Nigeria. This initiative was
commended by the Nigeria Center for Disease Control, NCDC.

Education Social Investment

 

Scholarship Programmes

 

The drive behind CNL’s scholarship programmes is to ensure support for inclusive and equitable quality education. From 2013 till date, 4,150 scholarships for the blind/visually impaired and non-GMoU have been awarded to students in secondary and tertiary institutions by the NNPC/CNL Joint Venture. In 2020, 468 new scholarships were awarded, and the 1,725 existing beneficiaries paid

                                                                            
NNPC/CNL JV National University Scholarship Awards

 
This is a merit-based scholarship award in specific fields of study. The annual scholarship is designed to support university undergraduates in all States of the federation, including the Federal Capital Territory, Abuja. In 2020 a total sum of N97.2 million was paid to 972 beneficiaries.


Community Scholarship Awards


This programme caters for students in both secondary and tertiary institutions from communities in Chevron’s areas of operations, particularly for GMoU and Non-GMoU communities.

Scholarships for the GMoU communities are fully administered by the Regional Development Committees (RDCs) with over N250 million allocated annually to the RDCs as bursaries and administrative cost since 2009.


For non-GMoU communities, awards are granted yearly through nominations submitted to CNL from the communities’ representatives. In 2020, a total of N29.28 million was

Unit Agreement, were used extensively by the Nigerian government in its fight against the COVID-19 pandemic. Some of the medical facilities include a DNA laboratory at the Lagos University Teaching Hospital; Mother and Child Care Centre (MCC) in Yenagoa, Bayelsa State, which was converted to COVID-19 holding facility; and a chest clinic in Ibadan - donated to Oyo State government, which was upgraded by the government for use as an isolation centre for COVID-19 patients. A medical diagnostic laboratory donated to the Niger Delta University, Amassoma, Bayelsa state, was also very useful in the area.


Strategic Chevron Social Investment and special intervention to mitigate the impact of COVID-19 through the donation of medical equipment, food, and other relief materials to federal and state governments and targeted communities around Chevron’s operationalareas, in collaboration with the Regional Development Committees. Successful engagement of the Presidential Task Force on COVID-19 (PTF) and the Nigerian Customs for waivers of duties on medical equipment and material imported by CNL for donations and internal use in management of the pandemic.

Support for Internally
Displaced Persons (IDPs)

 
Through its Deepwater Community Engagement Social Investment (DWCE SI) programme, Chevron Nigeria supported various projects for Internally Displaced Persons (IDPs) through interventions in the areas of health and education in 2020.

 

 

Paid to 684 existing beneficiaries in both secondary and tertiary institutions.


Scholarship for the blind/visually-impaired

 

The NNPC/CNL JV scholarship for the blind/visually impaired programme was designed to enhance access to quality education by visually impaired students specifically, in all states of the Federation, including the Federal Capital Territory (FCT). In 2020, a sum of N10.35 million was paid to beneficiaries.



Support for STEM Education

 

Chevron sustained its support for Science, Technology, Engineering, and Math (STEM) by supporting the South Africa-based African Leadership Academy (ALA) Summer Engineering
Academy (SEA) in which 15 Nigerian scholars participated. SEA is part of the “AfriSTEM” programme designed by Chevron and ALA for highly motivated and talented 16 to 19-year-old high school students selected from over 45 participants drawn from more than 20 schools in Africa, all of whom are interested in a career in STEM.

 
The programme is consistent with Chevron’s commitment to partnerships for community and national development, and support to students to explore a career in STEM. It also re-emphasizes the importance the company attaches to the socioeconomic development of communities and countries where it operates, in Africa and elsewhere in the world.

Employee Volunteer Programme


Chevron Nigeria’s Employee Volunteering Programme (EVP) provides opportunities for employees to contribute to enhancing the quality of life of the communities around and beyond the company’s areas of operation.

In 2020, despite the challenges of strict lockdowns and social restrictions due to actions taken in fighting the global pandemic, Chevon and its employees still successfully implemented two projects in three schools in Lagos and Edo states.


These were the renovation of a three-classroom block at Wesley Girls Senior Secondary School, Yaba, Lagos; donation of digital learning aids to Ikota Primary School, Ikota, Lagos; and donations of Chemistry laboratory equipment to the University of Benin, Edo State.

National Social Investment Programmes

                                                                                                                  
The objectives of CNL’s National social investment programmes entails partnering with and supporting key and credible social and technical organizations through financial sponsorships and donations, enhancing Chevron’s reputation as an admirable corporate citizen and creating good relationships with governments, organizations and communities across the nation in general and in our areas of operation in particular. These activities have effectively helped in promoting the company’s values aimed at building a sustainable reputation as a socially responsive and responsible organization.


Several organizations were supported in 2020 through this programme, some of which include the Nigerian-American Chamber of Commerce (NACC), the Nigerian Institute of Chartered Arbitrators, the Nigerian Business Coalition Against Aids (NiBUCAA) and the Chartered Institute of Personnel Management (CIPM). CNL also supported eight charity homes in Lagos, Warri, and Abuja, with donations of food items and household supplies.


Environmental Conservation


As part of its commitment to care for the environment, CNL continued its support to the Lekki Conservation Centre (LCC), which is managed by the Nigerian Conservation Foundation (NCF). The NCF is the premier Non-Governmental Organization (NGO) dedicated to nature conservation and sustainable development in Nigeria. The LCC is a
78-hectare dedicated natural land mass on the Lekki Peninsula, which serves as a sanctuary, preserving and protecting the natural flora and fauna within its enclave.


The LCC’s activities and programmes further promote sound environmental practices and offer education, research and tourism opportunities to thousands of visitors and partners annually. The conservation center is the only one of its kind in Lagos State. CNL continues to meet its financial support commitments to the NCF to ensure the sustainability of the LCC.

 

Foundation for Partnership Initiatives in the Niger Delta (PIND)

 

Strategic Purpose


PIND is the non-profit Nigerian counterpart of the United States-based Niger Delta Partnership Initiatives (NDPI) Foundation Inc. that was established by Chevron Corporation in 2010. It was initiated as a regional strategy for addressing deep-rooted socio-economic problems in the Niger Delta rather than simply attempting to manage the symptoms. PIND does this in collaboration with a growing network of international and local partners.

Chevron has made funding commitment of up to $115 million to PIND since
its inception.

Engaging stakeholders


Key milestones

During the year, operations and activities were dominated by concerns for safe operations in the face of the global COVID-19 pandemic and also concerns around oil industry reforms aimed at creating an environment that supports future business and new investments. Some of the key accomplishments related to the mitigation of the risks imposed by the pandemic on operations and attainment of business objectives include the following:

 
• Bilateral engagement between Chevron’s Middle East, Africa, South America (MEASA) President and NNPC team led by the Group Managing Director of the NNPC in Houston.


• Advocacy with key government and legislative officials for industry reforms and legislation towards a competitive oil industry.


• Facilitation of advocacy engagements for oil industry leaders with the Speaker, House of Representatives and House Petroleum Industry Bill (PIB) Ad-Hoc Committee members for competitive fiscal terms in the oil industry reform bill.


• Sustained engagement with the Federal Government’s oil and gas leaders for competitive and investment-supportive policies in respect of the new Petroleum Industry Bill (PIB), Production Chevron Nigeria’s government stakeholder engagement strategy focuses on federal and state government issues management and advocacy. The goal is to ensure that legislations and policies regulating oil and gas operations in Nigeria promote an investment-friendly environment.

• Successful engagement of regional governments in our areas of operation including Delta, Ondo and Bayelsa state governments to resolve emerging issues, thereby sustaining the social licence to operate in the region.

Our People


Training Programmes

Structured Leadership Development: The programme is designed to strengthen the skills and competencies required for leadership roles. In 2020, 215 participants benefitted from Chevron’s Leadership Programme.


People Skills: This initiative covered training on Communication, Personal Effectiveness, Emotional Intelligence, Diversity, and Inclusion, among others. An attendance count of 783 was recorded. The initiative enabled effective interaction and alignment among members of the workforce.


Technical Skills: Cumulative attendance of 52,653 persons was recorded for different technical skills and online training modules in Safety Awareness, Operations and Maintenance, Compliance, and other competence-enhancing initiatives to develop technical capabilities required for performing specific functions.

 

Fitness for duty (FFD) process


• FFD is a standardized medical evaluation process which determines if an employee is
mentally and physically capable of performing the essential functions of a job without risk of

injury to the worker, co-workers, or the environment. It ensures medical fitness for work that optimizes safety, increases productivity, retains experienced workers, and improves employee morale. In 2020, all FFD evaluation categories were fully undertaken.

                                  
Occupational Hygiene


In 2020, Occupational Hygiene and medical surveillance programmes, including the Hearing Conservation programme, Respiratory Protection programme, and the Hazard Communication programme, were in place to protect workers from workplace health-related exposures. Food premises and galley inspections were conducted in offshore and onshore locations to ensure food safety and healthy food handling.


Preventive Periodic Medical Screening (PPMS)


The PPMS programme provides medical screening for employees, their spouses, and their dependents. The goal is to proactively manage employee health through early detection of disease, provide opportunities to promote healthy life choices, and track patients with chronic medical conditions. Eligible employees were screened in Q1, 2020.


However, only mandatory screenings were carried out in Q2-Q4, 2020 due to the COVID-19 pandemic.


Health Promotion

In 2020, Health Promotion information was delivered on various health topics through bulletins, posters, videos, webinars/seminars, and conference presentations. Programmes on communicable and non-communicable diseases occurred throughout the year. Workforce sensitization and awareness regarding Lassa Fever and COVID-19 were delivered.


Wellness Programmes


In 2020, the virtual ‘Healthy You’ platform provided an impactful and relevant avenue to optimize employee health during a pandemic. Healthy You provides personalized health and lifestyle evaluations, team, and individual healthy habit challenges. Other wellness opportunities include exercise, sleep and food monitoring. Salient information on healthy eating, resilience, and reducing heart and life risk factors are obtained through the platform. The Healthy You platform links to a COVID-19 resource center which is dedicated to resources to help employees stay safe and healthy during the pandemic.

 

Physical Fitness Programmes


Group health walks and aerobic exercise programmes occurred in all Chevron Nigeria locations in Q1, 2020 to prevent obesity, assist in weight reduction, enhance wellness, and optimize heart health. Physical group programmes were suspended at the height of the pandemic, but re-commenced in Q4, 2020 in field locations (in line with appropriate COVID-19 protocols).

 
Peer Health Educator (PHE) Programme


The PHE programme is one of the modalities through which the company enhances the wellbeing of its employees, and communities in its areas of operations. The PHEs provide peer-to-peer health education within the workforce on defined health related issues. In 2020, the PHE’s held two virtual PHE Health Tracks (focusing significantly on the COVID-19 pandemic). World Health Organization (WHO) observances were commemorated, thus providing health awareness to the workforce. Innovative webinars on HIV/AIDS and “Living your best in this pandemic season” were deployed, with significant impact.
