Frustrated Itsekiri RDC Contractors, threaten fresh shutdown of Chevron’s operations, after failed peace move by Delta Government


 

 

Apparently frustrated over inability of the Chevron-established Itsekiri Regional Development Committee, IRDC, to pay them for contracts executed in the 23 IRDC Communities in Warri South, Warri South-West and Warri North Local Government Areas in Delta State, IRDC’s contractors, have threatened to shut-down Chevron’s operations in their communities in the next seven days.

The threat was contained in a communique released weekend in Warri, after the aggrieved contractors held an emergency meeting, highlighting how many of them used their houses, cars and landed properties as collateral, to secure loans from banks and money lenders, to enable them execute the jobs awarded to them by the leadership of IRDC.

In the communique cum ultimatum, made available to Fresh Angle International, Monday April 24, the upset contractors, noted: “We are giving Chevron seven days ultimatum to immediately do everything necessary to pay us or risk shutting down their facilities, since they enjoy subjecting community contractors to untold hardship.We are also demanding an immediate upward review of the contract value, due to the variation caused by inflation and delay in payments, as stipulated in the contract terms.”

This Newspaper understands that the IRDC vendors, became more infuriated after the parley organized by the Delta State Government, through the State Commissioner for Oil and Gas, Officials of Chevron Nigeria Limited and the leadership of IRDC, failed to address the contractors’ demand.

According to the Chairman and Secretary of the IRDC Contractors’ Forum, Mr. Paul W. Moju and Mr. James Odume, respectively, the meeting, which held April 12 at Government Office Annex, Edjeba, Warri, extensively discussed pains of the contractors, yet there have been no concrete modalities for their payments. 

In the communique which has nine signatories, the contractors, alleged: “Chevron has blatantly refused to make payment, despite the intervention of the oil and gas commissioner. The company has evidently seen the agony and unnecessary business risk we undertook to execute projects in our communities. Loans and interest are continuously piling up to our disadvantage. Chevron has breached the contract terms, which permitted the rise in the price of building materials and labour, due to market inflation.

Chevron should act swiftly to advert a protest that will cripple their business at the end of the seven days ultimatum.”

The nine contractors that signed the communique are; Mr. Paul W. Moju (Olero Field) Comr. James Odume (Otunana Field- Omadino) Mr. Bernard Omaghomi (Dibi Field) Mr. Victor Karakitie (Olero field) Mr. James Temienor (Makaraba Field -Omadino) Mr.  Jacob Omajugho (Dibi Field) Hon. Maku Dickson (Ugborodo Field) Engr. Tuasor Omatseye (Ugborodo Field) and Mr. Victor Fregene (Abiteye Field).

The leadership of Itsekiri RDC, in the presence of Officials of Chevron Nigeria Limited, Delta State Government and critical stakeholders, had on July 12, 2022, awarded contracts to the aggrieved contractors for the construction of housing units and other vital projects, “with excruciating terms that compelled us (the contractors) to seek for loans in absence of APG (Advance Payment Guarantee) in order to meet the execution window of four months, which is supposed to be November 2022.”
