The Executive Director of Projects, Niger Delta Development Commission, NDDC, Engr. Samuel Adjogbe says the Commission is moving away from the era of failed shore protection projects to constructing motor-able roads linking the river communities in the Niger Delta.
He also revealed that NDDC is setting up a body to profile all failed project contractors and recommend measures to recover contract sums already paid to such contractors.
Engr. Djogbe made the disclosure weekend in Warri, Delta State during an exclusive interview after a public lecture organized by The Nigerian Institution of Mechanical Engineers, NIMecHE, Warri Chapter.
According to him, when roads are constructed to link the various riverine communities in the region, developers would then take advantage of the access roads to reclaim the lands and build estate as well as massive business empire to open up the areas, saying that shore protection is as capital intensive as the road construction.
He expressed regret that shore protection and most reclamation projects were often abandoned after contractors collect mobilization, vowing that the Commission is set to recover all such mobilization fees from defaulters.
Chairman of the Warri branch of the NIMecHE, Engr. Godwin Enibueta on his part called on the Federal Government to set up Failed Contract Tribunal to prosecute any contractor that abandons his project after collecting mobilization fee.
In his presentation titled: The Dearth of Maintenance Culture in Public Infrastructure: the way forward, Engr. Godwin Temile stated that maintenance is for efficient output, while replacement, development and expansion is for sustainability, saying that organizations should introduce maintenance policies to ensure continuity of maintenance culture.
