Delta: NULGE to commence welfare scheme for members, exclude those to retire in less than two years


Barring any last-minute change(s) the Delta State Chapter of Nigeria Union of Local Government Employees, NULGE, will commence a welfare scheme for Local Government Workers across the state from October 2022, Fresh Angle International can report.

This Newspaper, understands that the scheme, which excludes local government workers that have less than two years to retire from service, is expected to be administered by a 7-Member Management Committee, comprising of a Chairman, Secretary-Officer from the Council, who is not a NULGE Exco member, Treasurer-Officer from the Council, who is not a NULGE Exco member, three representatives of NULGE and one representative of the College of HPMs & Treasurers.

 

The welfare scheme, aimed at pulling resources together for the overall betterment and welfare of staff of Local Government service, would, “ensure that a premium (Money) is given to members at retirement from service in line with the rules and guidelines of the welfare scheme”.

 

Document obtained Wednesday August 31 by This Flagship Online Newspaper in Niger Delta, explained: Every member of staff, who has a contractual employment and still has more than two (2) years, is expected to contribute to the scheme except as otherwise stated in the rules and guidelines of the scheme. The welfare scheme is expected to be funded by contributions/levies by members and any other voluntary contribution and grant from the government or any good spiritual individual”.

 

The document further noted: “Every member of stuff without recourse to grade level, is to pay a minimum subscription of one thousand naira (N1,000.00) monthly, which will be deducted at source from their salaries.

 

“The Union NUGLE, Delta state shall make a minimum contribution of N100,000.00 (one hundred thousand naira) only to the scheme, while each Local branch of the union (NULGE will contribute N5,000.00 to the scheme monthly.

 

“At retirement, a member is entitled to a lump sum of N500,000.00 (Five hundred thousand naira) however, a member whose contribution is less than 36 months or three years, will only be entitled to the sum of N250,000 being 50% of the N500,000:00 to be benefitted by members, who must have contributed for more than three years.

 

“CONDITIONS TO BE FULFILLED BY BENEFICIARY

 

1. A member of staff who has not contributed up to 36 months or three years, will only be entitled to a premium of N250,000.00 (two hundred and fifty thousand naira)

 

2. A member of staff who has contributed for 3 years & above, will be entitled to a premium of N500,000.00 (five hundred thousand naira) at retirement

 

3. Any member of staff, who has contributed for more than four years, but unfortunately dies before retirement, shall have his/her full premium of N500,000.00(five hundred thousand naira) paid to his next of kin.

 

4. Any member of staff, who has contributed for less than three years, but unfortunately dies before retirement, shall be entitled to N250,000) (two hundred and fifty thousand naira) pad his/her next of kin.

 

5. Any member of staff who retires from the service voluntarily, but hasn't paid up to 24months, will only be entitled to a sum of N50,000.00 (fifty thousand)

 

6. Any member of staff, who has less than 2 (two) years, his retirement/disengagement from service shall not be a part of the welfare scheme.

 

7. After retirement, a member is expected in his/her benefit not later than three (3) months after his disengagement from the service

 

8. The State President of NULGE, shall sign pay advice before any fund is released from the account of the welfare scheme

 

“INVESTMENT OF IDLE FUNDS

 

Where there are idling funds, it could be invested in the capital market & Money market such as bonds, fixed deposit, treasury bills, mutual funds and other secured investment scheme to yield reasonable returns.

 

The State President of NULGE must at all times be abreast with the investment chosen.

 

“MANAGEMENT COMMITTEE OF THE WELFARE SCHEME

 

The management committee of the welfare scheme shall comprise seven (7) members, which will be;

 

(a) The Chairman

 

(b) The Secretary-Officer from the council, who is not a NULGE Exco member

 

(c) The Treasurer-officer from the council, who is not a NULGE Exco member

 

(d) 3 representatives of NULGE

 

(e) One representative of the college of HPMs & Treasurers

 

“The welfare scheme shall maintain one desk officer each in the 25 LGAs.

 

“APPOINTMENT, DUTIES, TENURE & DISCIPLINE OF MANAGEMENT COMMITTEE

 

1. APPOINTMENT

 

The appointment of members of the management committee shall be done by the president in consultation with the members of the state administrative council of the union and shall be ratified by the state executive council of NULGE

 

2. DUTIES & RESPONSIBILITIES

 

The management committee shall see to the day to day running of the welfare scheme vis -a-vis collating data and information about members of the scheme and as well preparing payment and running of the scheme in a most professional way to ensure productivity and success.

 

It is also the duty of the management committee to recommend the investment to be ploughed the resources of the scheme to subject to the approval of the Board of Trustees Any other duty duties that may advance the objectives of the scheme may also be assigned to) the committee. The committee is responsible to the Board of Trustees,

 

3. TENURE OF OFFICE

 

Every appointee of the management committee shall be entitled to a four-year term and renewable for another term, subject to the approval of the State Administrative Council and the State Executive Council of the union.

 

4. DISCIPLINE

Any member of the management committee that is found wanting for misconduct vis-à-vis financial misappropriation or any other conduct that is counter-productive to the objectives of the welfare scheme shall first be suspended and thereafter given the opportunity to defend him/herself and/or his/her action(s).

 

 

“BOARD OF TRUSTEES

 

The Board of Trees shall comprise the following persons;

 

1 Members of the state working committee of NULGE

2. One Head of personnel management

3. One Treasurer to be local government

4. One member of staff who is neither HPM or TLG

   The duty and responsibility of the board to trustees is to oversight the management committee and to advised them inline with the objective of the welfare scheme. The Board of trustees is at liberty to ask questions about the day to day running of the management committee.

 

 

 

 

“FINANCIAL REPORT

 

The management committee shall render a yearly financial report to the Board of Trustees for approval.

The approved financial report shall be made available to members and same shall be posted in an conspicuous place (NOTICE BOARD) in all L.G.A

 

Members are at liberty to raise requisition from the financial report.

The management committee shall be duty bound to give explanation to any requisition raised by members vis-à-vis the financial report”.
