Experts link infrastructure failure to shortage of specification in procurement

A former Chief Process Engineer in Warri Refining & Petrochemicals Company, WRPC, a subsidiary of NNPC, Engr. Mark Tubotein Williams has stressed the need for specification in procurement, insisting that shortage of specification is responsible for building and other infrastructure failure in Nigeria.

Engr. Williams who made the assertion Saturday March 19 at Effurun, Delta State, during a Public Lecture Series with the theme, “Engineering and Procurement” organized by the Warri branch of Nigerian Society of Engineers, NSE, opined that between 60 to 70% of a company’s expenditure is on procurement, hence the need to ensure transparency and accountability.

Speaking in the same vein, a National executive member of NSE as well as the Deputy Director Polymers and Advanced Composites, SHEDA Science & Technology, Abuja, Engr. (Mrs.) Ishidi Yohanna Edith, noted that good procurement must be devoid of sentiment and the officers involved should be accountable as well as exhibit good ethical standard.

Our Correspondent reports that the Chairman of Nigerian Society of Engineers, Warri branch, Engr. Joseph Eghwrudje in his opening address, explained that the theme of the lecture series was targeted on encouraging engineers to know more about engineering and procurement, particularly against the backdrop of the branch last lecture series which dealt extensively on entrepreneurship in the Engineering profession.

 While disclosing that the President of NSE, Engr. Otis Anyaeji belongs to the Warri branch of NSE, Engr. Eghwrudje tasked members to live up to their obligation so as to promote the engineering profession in the country.

The President of NSE, Engr. Anyaeji had in a message through Engr. C.W. Wamuo canvassed for the participation of Non-Engineers in the Public Lecture Series, noting that sharing of ideas is part of the reason the lecture is organized.
