Heads of department in Delta State localgovernment service under the auspices of Forum of Local Government Heads ofDepartments have appealed to the state governor, Dr. Emmanuel Uduaghan to wadeinto the delay by the State Local Government Service Commission in appointingthe approved Heads of Local Government Administration, HOLGA.

In a letter dated June 23, 2011, the forumappealed to the state governor to urgently intervene so as to save the localgovernment system from low performance and ineffectiveness occasioned by thedelay.

The forum frowned at the present situationwhere administrative officers on salary grade levels 12 and 13 are appointed toHead superior officers on salary grade level 14 and above from departments suchas Primary health care, Works, Legal, Environment and Treasury.

The letter which is the most recent in theseries of several others written to both the state government, local governmentservice commission as well as the state chapter of National Union of LocalGovernment Employees is praying the governor to immediately appoint Heads ofLocal Government Administration for the 25 local government councils in DeltaState.

The forum in a statement signed by itschairman and secretary, Dr. Aduba N.I and Engr. Achuenu P.C. is also appealingto the governor to ensure that the appointments are based strictly onseniority, qualification, competence and experience.

It also demands to know the rationale behindthe delay in implementing the approved scheme when same operates at the federaland state levels as well as in local government councils in 28 states acrossthe country.

The forum is particularly touched that itscounterparts in neighbouring Edo, Bayelsa, Anambra and Rivers States havealready implemented the scheme, yet several efforts including a directive byGovernor Emmanuel Uduaghan to ensure its implementation in the state in thepast has not yielded the desired result.
